With the quick development of china economy, it抯 economic structure also changed deeply.and the environment problem has been the focus of china increasingly. The total volume of the pollution emission is great and the extent of pollution is at a very high level.m order to use economic ploy depressing the emission level, we need to study the operation and interaction of the economy system. so we use the Computable General Equilibrium (CGE) method. CGE method is a quantitative policy analysis tool issues from 60抯, and has been used for many countries. The CGE method views the economy system as a whole, it stresses the interaction among all parts of the systemit includes the description of agents and their behavior, the equilibrium mechanism of the market, and the macroeconomic characteristics. It is especially adaptable to analysis the inter-sector and inter institutional effects and the overall social-economic impact due to policy change. Based upon the DRCCGE, a multi-sectoral environment static CGE model is constructed and applied for policy analysis on improving the pollute tax.This dissertation includes 6 chapters.the major research is about CGE modeling, Social Accounting Matrix (SAM) building and calibrating the model抯 parameters. The effect caused by Environment policy change also is simulated.Chapter 1 is a conclusion of economic and environmental current condition. It introduces the background of china economic growth and the challenge it was faced now. About the environmental problem, The scope and level of the environment problem, The recent situation of the environment problem in China, and economic growth, the evolution of the industry structure and its impact to the environment was discussed.Chapter 2 is the reviews of literature. Introduce the early work at policy analysis model, CGE model, environmental CGE model and CGE model for Chinese economy.other quantitative analytical methods include I/O model, liner programming model and Macroeconometric Model etc. This chapter also discuss the advantage of CGE model comparing with the upon methods.the production and consumption behavior, government and trade characteristics be introduced in detail.Chapter 3 describes the structures of CGE model for Chinese economic and environmental problem, and its implementation. Based upon the problems needs to be solved and the data constraints, the model have a relatively standard neoclassical structure in principle. The dimension of the model is 32 production sectors, 2 groups of households and 5 primary factors (land, capital, agriculture labor, worker, and professional staff). For this research is focus on economic growth, structure change and environmental problem. So it needs good realize at the production structure. The production sector and factor in this model can be aggregated to discuss other project.Chapter 4 discuss the numerical specification of the CGE models.we mainly studies at the benchmark equilibrium data set and the calibration process.the framework which extends with pollute and pollute abatement activities was found.based upon the 1997 I/O table and china environmental statistics, theenvironmentally extended SAM is constructed. It combined water, exhaust gas and solidwaste tax. Using this SAM, we discuss the structure characters of Chinese economy at 1997.Chapter 5 is the application part of the model.it simulate the macroeconomic and sector shock at different pollute tax level.it shows that the GDP of china will descent lightly, and at sector level, the impact is rather unlikeness.Chapter 6 provides a sunirnary of this dissertation and gives some discussions of its limitations and possible extensions.
