The nation interests and interests of classes in the nation influence the foreign trade policy directly or indirectly. The foreign trade policy is one of the external policies. The countries cannot but constitute foreign trade policy on their own interests firstly, and then they give attention to other nations. Under managed trade system, while the free trade is progressing, there must be protectionism, because of the imbalance of economy of every country development and nations interests' conflict. The dissertation emphasizes on researching protectionism and its causation and its modality in the current politic and economic environment and international agreements. The dissertation also does the positive analysis on the protectionism of countries and ant-dumping.Under WTO system, every countries can enjoy higher welfare in the low tariff via their agreements, whereas the world politics and economy developing is lopsided, some countries among them would try to counteract the tariff and non-tariff concession in the multilateral negotiation in the interest of their nations via new non-tariff measure. Some members often do their best to restrict importing and oppress other countries to open their market, which are the new characteristics of modern protectionism. The some of measures of modern protectionism are voluntary import expansion, anti-dumping and etc. These new measures often use'legality'. Some of them are provide with strong aggression, sometimesthey will endanger the economic safety of other countries. For these new changes of trade policies, we must have sober understand knowledge, research deeply and make the most of the regulations of WTO to take scientific countermeasures for our legality rights and economic safety.The dissertation studies the game characteristics and politics and economy of foreign trade policy and its evolvement and actuality. Inaddition, modern nation's foreign trade policy and anti-dumping areresearched by positive analysis to find protectionism factors and their relationship, thereby, active, pertinenty, handle measures. Thus, we can make up scientific foreign and availably enlist constitute the rule of world trade, in order to develop our foreign trade and protect our interests.Studying anti-dumping is the important cut-in on the researching trade protectionism. Anti-dumping is the legal measure of GATT/WTO, but some countries carry out the trade protectionism by the anti-dumping.In this dissertation, the chapter one presents the theories on international trade and policy. We should use appropriate theories toanalyze trade protectionism and give our attention to the characteristics of today' s international trade policy. The new trade theory, international politics and economics and game theory are mainly used. The foundation stone that give birth to protectionism is studied from politics, economics and sociology in the chapter two. The chapter three analyzes the game characteristics of each trade pr?tectionism from the historical backdrop. The chapter four focuses on the game model of the protectionism. The national types of the protectionisms are positively analyses in the chapter five, and it points out the America is provided with strong competitiveness and its foreign trade policy influences on the today' s international trade system. The chapter six studies the protectionism according to American dumping. The causes of formation of the dumping against to China are studied in the chapter seven.There are some the innovations and characteristics of this dissertation. The first is the analysis of the national types of the protectionisms. The second is that the dissertation makes use of factor analysis, principal component analysis and time series analysis to analyze the anti-dumping by explaining international politics and economics. The third is that international trade policies and their historical tenor are studied by game theory and international politics and economics.
