Ⅰ. The environment of this thesis:In the field of international trade, the protected trade always goes with the open trade, just as a co-twin. With the development of economy's globalization and the increasing of the free trade 's degree, the friction or dispute about the trade has been the popular phenomenon in the domain of the international economics and trade.With the development of the international economics and trade, the increasing saturation of the international market, the decreasing of the global tariff's level and the limitation of the non-tariff barrier's employment, the legal tools that government can take to protect its domestic industries are anti-dumping, anti-subsidy and the safeguard action. Among these tools, anti-dumping is mostly widely employed for its relative advantages ─ convenient usage and distinct result. With the raising importance of the anti-dumping in the world economy, more and more academicians have suspected its equity and rationality. Some believe that anti-dumping is a legal approach to be against the price-discrimination. And some treat the anti-dumping as a aggressive weapon to reject the import products, pushing protectionism and as a trade barrier that power countries have taken against the weak countries. The debate on the anti-dumping gets more and more fiercely, and is till "agree and disagree". Author finds, however, during their research, many academicians pay so much attention on the individual government's actions taken to protect the domestic industries under the anti-dumping measure, and look down on the characteristic of the instruments of trade policy with personal emotion, which will lead to avoidless mistakes in the research. So, in this thesis, author tries to analyze objectively the anti-dumping's character under the frame of the agreement onanti-dumping of the World Trade Organization (WTO), and tries to explain the phenomenon that is the increasing employment of nowadays' international anti-dumping gets more and more fiercely. Meanwhile, having introduced the exercise that foreign countries take anti-dumping measures against China, author make a general and wide analysis for the cause of the anti-dumping measures taken against China, and base on the analysis author bring forward the countermeasures China should take to protect our relative industries and to help our economy develop smoothly.Ⅱ.Structures and main ideasThe thesis consists of four chaptersChapter 1. Dumping and Anti-dumping This part focuses on the determination of the Dumping and Anti-dumping in the agreement on anti-dumping of WTO, combined with the relative regulations of the American states and European Union. Analysis to the dumping and anti-dumpingIn this chapter, author analyzes and points out the influence of dumping and anti-dumping on the relative countries, and then author tries to show the point of view though analyzing the character of the anti-dumping, which is as follows:A. From the international level, the international anti-dumping is the inevitable outcome of the development of the free trade, and is the result of the reciprocity between the free trade and the protected trade.B. From the national level, the international anti-dumping is just a instrument of trade policy which has a legal role to protect the domestic industry. And the anti-dumping is a represent of a nation's whole interest.Chapter 3.
