Development Strategy On Transportation And Traffic System For Southwest

The implement of western development can improve our national economic power as a whole and keep the economy to develop continuously and healthily. But the traffic must be developed first during the western development and economic development. Therefore it is of great importance and urgent to solve the strategic problem of traffic and transportation development in southwestern area,which is also one of the difficulties in traffic and transportation research field. Based on a systematic study of current development both domestic and abroad,using the advanced experiences in the world as references and according to the real situation in southwestern area,a deep research work has been done in this paper. The research work is focused on how to make our country's traffic and transportation system adapt to the economic development and speed up the development,how to make the system meet the requirement of continuous development,as well as how to optimize of the system itself and transport channels selection. The main achievements are as follows:(l)The current economic and traffic situation in southwestern area has been studied and the main reasons why this area has been lag behind are discussed. It is pointed out that the traffic and transportation system in this area should be developed properly in advance and keep on continuous. Travelling traffic should be taken into account during area traffic development research,and it should be cooperate with the whole plan to adapt to and drive the economic development.(2) The influence and effect of traffic and transportation having on national economic development as well as its negative effect on sources,energy and environment are analyzed. The data of sources and energy occupied by traffic and environment influence between domestic and abroad are compared,therefore it is pointed out for the first time that a continuous developing traffic and transportation mode of source-saving and environment-protecting type should be set up according to the analysis of our country's real situation.(3) The flexibility and importance of transportation structure optimization are analyzed. A structure optimization criterion system and a structure optimization mathematics model that can cover all the problems in the traffic and transportation system are established for the first time with layer analysis method. A quantitative analysis is realized on the basis of qualitative analysis.(4) Transport channel is one of the most primary problems related to massive people and cargo communication,and the plan of transport channelsconstruction is an important link when we come to improve our comprehensive transportation system The meaning and functions of comprehensive transport channels,as well as the selection of transport channels optimization are discussed in the paper in detail. The gambling and chess theory has been applied to establish the mathematics model of transport channel selecting optimization for the first time,providing a theoretical foundation for the transport channels selection. (5) It is presented in this paper that the strategic emphasis in southwestern area is to build massive freight volume transport channels. And the construction of transport channels should lay emphasis on main railroads,while the urban traffic should emphasized on highways,water transportation on main rivers,as well as civil aviation on travelling extensions.The research achievements in this paper are valuable for the strategy of traffic and transportation development in southwestern area.
