In this part, the author brings out the studying necessities and lists on the methods of researching and the results about the thesis. Since the economic soft-landing in 1996,the growth speed of the economy seemed go downtrend, which people couldn't accept. Because it does not only affect the exaltation of people's life level, but also bring many serious problems. First is the rigorous employment situation. Furthermore to the unemployed person and the surplus village labor force, their situations are more difficult. Second, the farmer's income increases slowly. In now days, going out for working has became the farmer's main income source. So the declined economic growth speed, which refers in front, has caused their net income down sharply. Third, the serious environment problems accompany with the development of economy, the " sand and dust devil ", " air pollution", " water pollution" etc. have been appeared in China.Forth, the gaps of individual income extend, and more disequilibrium of development happens in different areas. Fifth, the supply of goods and the shortage of demand have appeared. From above, favor with the history and the actuality, Chinese economic growth rates must keep on a high point, otherwise it will be disadvantageous in the solution of the above problems and no use for changing the undeveloped conditions. The results are followed: It is a unity compare with the social society development and the history of the economy growth. They are the development history of the productive forces. The productive forces means what the abilities and levels of the social society to create the material wealth. So the productivity's history is also the history of the exaltation efficiency of social production. The productivity has close contact with the people's positive action, with the technology improvement, with the development of the society systems. And also contact closely with population gathering and the detail division of the society and so on. The thesis studies the efficiency, analysis the viewpoints concerning of the efficiency and get a conclusion that the efficiency is a concept concerning of time, have no time and have no efficiency in someway, the efficiency comes from mankind's activity and the human's limited life. Efficiency means the returns what is the result of the resources in a certain time. The returns and income calls benefit also is the difference between the income and cost. The efficiency can be distinguished into two basic sorts, one is the economy efficiency, and the other is the production efficiency. They are the two express methods above the efficiency, the value concept and the productive concept. They are unity but incomplete equal. The thesis also classified the efficiency according to economy content and the efficiency rank, which purpose is to analyze the factors that influence efficiency, to build a basic of the macro-control. After analysis the factors that influence the efficiency, then establish a calculation system of efficiency.
