Taken the Hainan special economic zone as the sample, with an empirical research on its development history, this paper, performs and demonstrates that local initiative is the inner motivation for the regional economic society development regarding the local government as the key symbol of systematical innovation. And that is set for the whole paper.Under the guide of basic Marxism theory, applying multi-disciplines and methods, this paper analyzes the course of the transition of socialist market economy system and studies the empirical data about the regional society development. In this way, interest body, represented by the local government, and its statute, function, and relations in the transition are all demonstrated. So that various realistic and effective economic development models can be searched for.The paper consists of introduction, body (three chapters) and conclusion. It develops from system innovation-relation adjustment-road selection. In the first chapter of the body, it mainly expounds the background of the regional development, also with the inspiration drawn from the history and the significant meanings of establishment of province and special economic zone. This shows once more the system reform mainly guided by local government. In the second part, it analyzes the relationship between the central government and the local government in the special economic zone, between the local government and enterprise, and between regional relations among the special economic zone and the system. Also it points out the reason why there comes the bubble economic phenomena during the course of leaping development. In the third part, it discusses the localizing practice, including limited creative model, authorizes creative model and spontaneous creative model and the meaning as well. It analyzes the trend of development of regional quality model. Through the observation of concrete region, it comes to the conclusion that the local government's capability virtually is the capability of the system innovation on the bases of the interest adjustment of various market bodies,DOCTORAL DISSERTATIONwhich means in revolution to establish the regional economy with special characteristic and realize the sustained development in society. This conclusion gives a further support and good demonstration to the theme of the paper.In the conclusion at the end of the paper, it is of the meaning in both theory and practices to study the local initiative in the pattern of non-equilibrium in the transition of country development. The local initiative lies in the contradictory movement between productive forces and relations of production in the socialist society. The principle trend of the equilibrium development in planned economy system, is political stability realized by justice superior and social control; while that of the non-equilibrium development in the market economic system, is realized by efficiency superior for development of the productive forces. One aim of the two is to safeguard and develop socialism welfare and justice, but different in the road selection. There are three major dominant factors. First one is standardizing system of government, enterprise, and middle organization. The second is scientific administration and decision operated by local government. The third is just competition and judgement in market. Non-equilibrium is both a geographical natural resources and a political, economic and cultural phenomena, both a historical condition and a present continuous tense, restraint but chance for the development. The system innovation represented by the local government includes impelling and standardizing of system.
