Evaluation And Research On Innovation Of High-tech District In China Based On PED Pattern

First, this paper gives a summary about the management system of high-tech district within analyzing the cons and pros of management system of high-tech district. Based on the AHP theory and fuzzy evaluation theory, this paper establishes the evaluation model of the system innovation effect of the High-tech District. Second, this paper introduces the Super-Ministry System of Shenzhen Guangming High-tech District. In order to evaluate the effects of Super-Ministry System of Shenzhen Guangming High-tech District, this paper also establishes an evaluation model of management system innovation with the AHP method, based on the PED evaluation pattern, and makes an empirical analysis with the actual data of the Shenzhen Guangming High-tech District. Finally, this paper gives suggestions on the improvement of management system of Shenzhen Guangming High-tech District.Overall, this paper has made the exploration in the following aspects: Firstly, it analyzed and compared the current situation and existing problems of High-tech districts in China. Secondly, it gave a systematic summary and analysis of the innovation effect and reform effect. Thirdly, it established an innovation evaluation system model based on the PED evaluation pattern, using AHP and Fuzzy evaluation method. At last, using the evaluation model, this paper gave an empirical evaluation of Shenzhen Guangming New District management system innovation effect, and suggestions were given to Shenzhen Guangming New District Management System Innovation and optimization.Although this paper has made some preliminary research and analysis, considering the practical condition of complex, personal ability and the research time limits, this paper still has many inadequate areas. In the following research, further improvement and expansion is needed in the following areas: the influence of e-government theory to the implementation path of the management innovation of the High-tech district; The similarities and differences between domestic high-tech districts in China such as Pudong high-tech district in Shanghai, Binhai high-tech district in Tianjin, etc. The concrete implementation model and scheme optimization of Guangming High-tech District. and at last, the concrete operation concept and implementation model of "small government, big society" concept.
