According to the monopoly of telecommunication industry, the universality of telecommunication service and the competition among operators, telecommunication regulation indicates that the government undertakes direct supervision for enterprise actions as well as telecommunication market structure in the way of administration and economy. Telecommunication regulation aims to raise the efficiency of allocating telecommunication market resources, guarantee the impartial use of telecommunication infrastructure and meet the requirements of the public for telecommunication services. The reformation once really promoted the competition anddevelopment of telecommunication industry, but deregulation on one hand brings about vicious competition of telecommunication service market, some telecommunication companies in America go bankrupt or reconstructure and get into unprecedented trouble; on the other hand, local fixed telephone industry still monopolizes the telecommunication market. Therefore, it is of great necessity and importance for telecommunication researchers to examine and judge telecommunication reformation and regulation so as to make clear the development of telecommunication regulation.Presently China's telecommunication industry has been developing fairly well; Meanwhile, China's telecommunication regulation lags behind in terms of inadequate regulation and improper regulation. With the advancement of telecommunication technology, telecommunication service and market becomes more complicated and varied, which goes beyond people's cognition. People have been discussing about the relation between regulation and market. Confusion in regulation theory can not do good to the development of telecommunication. Inadequate and improper regulation do not effectively balance the benefits among telecommunication operators in the market.
