Russian Political Analysis

Based on the whole process of Russian political transition, and combined with the analyzing of the realistic political factors of Russia and its historical and cultural traditions, the dissertation studied On the establishment and transition of constitutional system of Russia. The writer divided the process of political transition in Russia into four periods: the starting period, developing period, completion period and perfection period, and put emphasis on the interaction between various political systems during the transition.The Introduction part elucidated why doing this research, made a literature review and explained the methodology, structure, significance and innovation of this dissertation.Chapter One is on the starting period of Russian political transition. The limit of Soviet Union's political system was the underlying motive of Russian political transition, while the reform after Gorbachev came into power was its direct motive. Rebuilding legislation institution is the first issue confronted in political transition.Chapter Two is on developing period. Separation of legislative institution and administrative institution is a big problem in rebuilding legislation institution. Russia experienced two steps in the separation. And the real separation of legislative institution and administrative institution promoted the formation of multi-party system.Chapter Three continues on developing period. The contradiction in state's power system leads to the intensive contradiction of demarcating legislative institution and administrative institution. The failure of harmonizing two sides of the contradiction finally resulted in the events of October. Later in 1993 Russia passed a Constitution embodying constitutionalism. Russia established the regime's power system with presidency at the core. While supervising the implementation of Constitution is the important function of legislative institution.Chapter Four is on completion period. Legislative institution first operated in the form of parliamentary groups. Clarifying the function of legislative institution promoted the perfection of party system and election system. And the relationship between legislative and administrative institutions depends on adjusting Constitution.Chapter Five is on perfection period. In Putin Times Russia took important steps on the purpose of making the constitutional system more perfect.The Conclusion part arouse some reflections on basic rules of political transition, on the developmental road of Russia, on the Yeltsin times, on Russian culture and so on.
