The Study On Water Right System And Water Right Market

Exploring and practicing water right and water market theory is a necessary demand for allocating water resources efficiently. It is also the core problem in the development, use, management, saving, protection and allocation of water resources. It must be resolved when water industry reform is speeding up and adapting to market economy system. Water industry is accelerated, modem water industry and sustainable development of water resources will be finally realized.To the status of China-rapid economy development, serious shortage of water resources, and great gap between water supply and demand, new thoughts andapproaches are studied in this paper to resolve the problems under the condition of socialistic market economy. This paper focuses on research and establishment of water right system, and puts forward three key conceptions, including general water right, river basin water right and specific water right. Constitutions of water right system and legal status are also analyzed.In this paper, principle and method for water right system innovation and efficiency analysis is systematically summarized. Based on the materials of water shortage in Heihe river basin, the author puts forward the theory assumption and analysis of the innovation inducing factors to water right system. The potential benefit of water right and the calculation method are identified at the first time. In this paper, it is first proposed that the method and procedure of water right and transfer price are identified in theory. Some policies and systems are also proposed to cultivate, develop and regulate the water right market.It is the key inductive factors for establishment and development of water right transfer system. The social, economic and political environment is getting open and flexible, the status of water shortage and limited fiscal sources is more serious, the strategic demand for national sustainable and coordinated development in resources, environment and social economy is getting urgent. The external environment, whichencourages establishes the water right system and water right trade, has been gradually formed.It shows that the goal of founding water right system and water right market is to control over water usage in macro aspect, restore and protect sound operation of water resources system, and enhance efficiency of water resources allocation. The goal of policies set out during the period from current water resources management system to water right system is to form the water right system and market without possible breaking of exitsting interests status. So a certain selected river basin with serious water resources shortage as pilot is recommended in this paper.
