16th National Congress of the CPC raised the issue of building up the governing capacity of the Party. This is a question of historical significance that can not be overlooked because it is closely related to the very foundation of consolidating the Party's ruling position and the realization of the great rejuvenation of the Chinese nation.This dissertation sticks to the principles of dialectics and materialism and the unity of theory and practice. It applies organizational theory and the theory of political science to analysis of the Party's governing capacity.This dissertation has 5 chapters. Chapter 1 serves as an introduction. The next four Chapters lay out a basic framework of governing capacity building from the angle of organizational management. In this framework, these chapters respectively deal with the inherent topics as the practical generic classification of the Party's governing capacity, the main factors restricting the Party's governing capacity, the policy suggestions for the building of the Party's governing capacity, the evaluation criteria of the achievement of the Party in the capacity building.Chapter 1 expounds the origin and character of party and ruling party, then explores the new tasks and challenges that the CPC faces at the new stage in the new century, and the Party's governing capacity that the Party must press to deal with them, and finally points out that the matter of building up the Party's governing capacity is a systematic project for enhancing governing capacity.Political parties as a kind of political organizations play an indispensable role in party politics. Seeking for and maintaining the ruling position is of a party's nature. The governing capacity of the CPC as a modern ruling party is pivotal to the consolidation of its ruling position and the realization of the great rejuvenation of the Chinese nation. So great emphasis must be laid on building up the Party's governing capacity in the undertaking of the Party building at the new stage in the new century.Chapter 2 concentrates on the materialization of the governing capacity, i.e. thepractical generic classification of the governing capacity. This is very propitious to transferring the abstract understanding of the governing capacity to the Party's actual action. Understanding of the practical generic classification of the governing capacity is the precondition for the capacity building, and it makes clear the measurable specific objectives of the process. Based on the analysis of the character of the modern ruling parties, this chapter strongly suggests that the governing capacity can be best defined as the capacities of the Party in leading the government, influencing the society, making decisions and managing crisis. These four forms of capacity are the objectives to be achieved in building up the Party's governing capacity.Chapter 3 mainly discusses the factors involved in building up the governing capacity from the angle of organizational management with the method of systematic analysis. Since the factors must influence on the governing capacity building, we have to be properly and soberly conscious of them. Otherwise, it is difficult for us to proceed with the project.The CPC as a formal and well-established political organization is a complete system composed of hierarchical structure, personnel arrangement, and power and responsibility distribution. There are 5 major factors that restrit the Party's governing capacity. 'The first factor is the Party's organizational components.such as its members and cadres. The.second is its structural relationship, i.e. its inter-departmental and inter-sectional relationship and their working mechanism, involving informal organizational activities, the resolution of conflicts within or outside the Party's organizations, and organizational development.
