The Study On Issues Regarding The Construction Of CPC's Governing Capacity

Building up the Party's governing capacity is the top priority of the Chinese communist party after it came to power, which concerns the success and failure of our socialist cause, concerns the future of Chinese nation. Building up the Party's governing capacity is a great issue that involves a lot of things. The world of scholarship Party and Administrative Departments all research deeply into this urgent problem which matters the further development of the ruling party under the new historical conditions. On September 19, 2004 the Fourth Plenary Session of the 16th Central Committee of the CPC discussed the issue of strengthening the Party's governing capacity and also passed the Resolution on How to Strengthen the Party's governing capacity Made by Central Committee of the Communist Party of China. All the research greatly benefits me and in the process of doing my own research, I fully digested and absorbed the present research results, forming my clear research guidelines.The transform of Chinese communist party from a revolutionary party to a ruling party will be the red line that guides the whole dissertion.The role as a revolutionary party refers to the fact that Chinese communist party seized political power through armed revolutionary and mass movement,. The role as a ruling party refers to the party that has come to power. During the democratic revolution, Chinese communist party has ever built local governing experience. Diving a line from 1949, in the 85 years history of Chinese communist party, Chinese communist party led Chinese people struggling for the political power, thus became the long-time ruling party on behalf the Chinese people. It was a long way to transform from a revolutionary party to a ruling party. According to the spirit of president Hu Jintao's speech, the 57 years' governance of Chinese communist party can be divided into 2 historical period: the period of socialist revolution and construction( 1949—1978) and the period of opening-up and socialist modernization construction.The period of socialist revolution and construction. 3 years right after the founding of the new china, the national economy resumed and achieved initial development.
