Power views are the people's fundamental concepts of the theorized and systematized understanding, judgment, assessment of the source, nature, purpose, disposition, exercise and supervision of the public power (in class society it mainly indicates state regime), simply they are the people's general ideas and basic views about the power which is a universal social phenomena. Marxism argues that public power essentially originates in the people, government is invested with power by the people in a certain way, pubic power is exercised by government to solve pubic problems, then pubic servants in the government at all levels, especially the leaders are the concrete performers of the public power, therefore, relation between authorizing and being authorized which is formed around the public power is the fundamental relation in modern society, leaders of the ruling party whether they have a proper power views or not is of most importance, Jiang Zeming points out whether the party assumes a correct attitude towards the power and properly exercised the power invested by the people or not is a fundamental trial we must stand for a long time after Marxist party holding power, it is also a fundamental issue which concerns the prospect and fate of the socialist cause, leaders at all levels must attach great importance to this issue and establish correct power views.According to Marxist theory of power views, drawing on experiences and lessons of democratic political construction and the ruling party construction of the socialist countries, based on China modernization construction with Chinese characteristics and requirement of solving the historic issue of the CPC's holding power permanently, Jiang Zeming made a systematical exposition on fundamental laws and concrete practical forms of Chinese communists correctly exercising power in the new period. Jiang Zeming's power views mainly include the significance of establishing correct power views as well as the expositions on power's essence, responsibility value, morality, balance and so on. He points out masses ofpeople are the real creators of the world, masses of people are also the real subjects of power, the power of the CPC is authorized by the people, therefore, power can only be used to serve the people, and mainly deal with the question how power should be used to serve the people. He emphasized that the CPC must always maintains the closest relationships between the CPC and masses. It is a big issue which concerns the people are for or against as well as life and death of the CPC and the People's Republic of China, leaders at all levels must always adheres to the CPC's masses line and build closer relations between the CPC and masses as well as between carders and masses, it really incarnates the people subjectivity of power. On the nature of power, we must acknowledge that the CPC originates in people and plants her roots in people, power of the CPC is invested by the people. We must completely abolish the "official departmentalism" thought and make the power of the CPC really reflect people's will and desire. On the responsibility of power, we must guarantee the unification of power and responsibility, practically fill the goal that establishing the CPC is just to serve the public and holding power is just to serve the people. To safeguard the fundamental interests of the broadest Chinese people should be taken as the first consideration and goal of our all jobs, attentively overcome the vulgar power concept. On the value of power, we must take working for the people's interests with whole hearts and all minds as our power value orientation and put the interests of the state and nation and people on the first place, we must establish an ideal to do a great job but not to be a high official and bear it in our minds that only people are the highest judges of our work value.
