Industrial Clusters And Regional Development Policy Analysis

Under the surrounding of the integration of the world, local public policy makers have tofind the solutions to upgrade the competition of the local area. As to the area, economy growthdepends on the integration of the producing factors, while industries are the real basis tostrengthen the advantages. After comparing the realities of domestic and foreign industrial clusters, I should put up 3questions: the condition of the foundering and developing of cluster? Why the clusters are sodifferent? Which degree can local government pushes the development of the cluster? According to such questions, I apply the industry organization method to research thecharacter of networks to the cluster, besides the policies of the cluster. Eight chapters are applied to construct the Concept-Model-Demonstration method toanalyze and research. Firstly, I put forward related questions, concepts and research methods, aswell as the review of related theories. In the part of the model, the paper analyzes the competition among clusters and thecooperation in the cluster, from the prospect of the network character, researching the strategies ofgovernment. Local government can strengthen the competition and advantage of the industrycluster through the external attraction and internal cooperation, by increasing the opening degree,form the industry chain and promote the industry value chain, or by differentiating firm scale,analyzing the development of the firm dynamically. After the theoretic analysis, the paper makes foreign and domestic industry clusterdemonstration research, so that explain and prove the results of the models. Conclusions arefollowing. As the essential leaders of local industry cluster, no matter which industry or no matterin which developing degree, local government should shoulder the tasks of anchoring the potentialmarket, providing the necessary factor needed in the initial of the cluster, promoting thecooperation and division among the firms in the local cluster, and coordinating theinterrelationship between other clusters, in order to attract other firms outsider entering andincrease the welfare of firms insider. In the end, the paper researches the trends of the local development currently.
