An entirely global change triggered by the current revolution of military affairs occurs in all fields from military technology to weapon equipment, from campaign flat to battle mode and stratagem idea. We enter into a quite new era in which weaponry is made to adapt to war instead of the reverse way. With this important change, and the analysis on several typical wars such as the Gulf War, this dissertation concludes that this worldwide new military revolution is not simply driven by new technology. Essentially, it is a new typical revolution of military thoughts. Therefore, it is meaningless to just compete in the number of heavy weapons and soldiers rather it is a war of thoughts and intelligence. What it really counts is the tactical ideology. In order to win a war by sound justice, we must change our way of thinking and direct idea of propaganda stratagem, upon which this dissertation has put forward two new conceptions: "new-thought war" and "Strategic Anti-Propaganda." "New thought war" is the background, and "Strategic Anti-Propaganda" is the center thesis of the dissertation. My dissertation expatiates the center thesis from six perspectives. The first perspective is to put forward two conceptions: "new thought war" and "Strategic Anti-Propaganda". The "new thought war" itself belongs to the category of politics. Under this condition, the conflict and close links exist between war and media, reporter morality, and social justice. "Strategic Anti-Propaganda" is an important section of a country's diplomatic stratagem. The orientation of Strategic Anti-Propaganda directly affects the security and even whole interest of a country.Under the condition of "new thought war", the strategic propaganda has a two-pattern characteristic, which obviously includes a hidden-pattern on stratagem and an overt-pattern on tactics. They skillfully set the agenda strategically to justify the strong power and they also stir up the spiral of silence to win the support from the public and they use the overt influence of media power to make free media a voice. Tactically, they use make the advantage of high-technology and communicative privilege and boldly use the open and dominating communication to deliberately make battlefields transparent, thus successfully resulting in a battlefield dominated by the US forces and dominating the world public opinions. All these have provided a chance for China to give a deep thinking about the "Strategic Anti-Propaganda." The anti-China attitude in the mainstream media has become so stubborn that it has created a direct challenge to the Strategic Anti-Propaganda organizations in China. It appears to be a natural response from media, while in fact it reveals some kind of complicated political, social and cultural factors. The anti-China bang at the Capitol Hill can not be ignored. Equally important are two societies and systems which may directly affect ideology and paradoxical values. Crisis communication is the practical form of Strategic Anti-Propaganda. On one hand , the current strategic anti-propaganda in China faces the challenge of the serious imbalance of international communication in the present world, and on the other hand, it is difficult to break through the old and outdated propaganda models, which has resulted from the practical thinking as rooted in the people's minds. The negative results are clear: lacking strategic standing, risking creativity, mega-ideology. To change the situation, it is necessary to a multi-level thinking platform of crisis communication theories, to nurture the grand concept of maximizing the national interest in crisis communication and to establish the international audience concept in dealing with crisis communication. As a real military revolution, the current military strategic theories should undergone aggressive reforms or outdated and abandoned.The theoretical construction of the strategic anti-propaganda should not only fit the Chinese situation but also learn from the West with a global view.
