The Selection Of Chinese Regulation System In Telecommunications Industry

As a significant element in the national economy, the telecommunications industry has been under government regulations for decades. The proper selection of regulation system can guarantee the efficient development of telecommunications industry and enhance social benefits. Therefore, both the theories and practices concerning the regulations system and policies become common research subject for academic circle, government departments and telecommunications enterprises.According to the theory of natural monopoly, the fundamental thesis is that we cannot make a simple conclusion that telecommunication industry is or is not natural monopoly. Instead, we should make separate judgment by subadditivity for different periods and different business structure, which can become the criteria on a strict or loose regulation. On the basis of regulation theories, this thesis also makes a study on the past and current practice of telecommunications industry regulation system and sums up the development trend that provides a reference for the selection of Chinese telecommunications industry regulation system. Besides, this thesis demonstrates the effectiveness of Chinese reform in telecommunications industry and a model evaluation on its impact. Therefore, it can be concluded that the government regulation system for Chinese telecommunications industry should follow the development trend of international telecommunications and make a special effort to restructure regulation system while deregulation.
