Research On The Issues Of Legal Regulation To Promote Workable Competition In Chinese Telecommunications Industry

As a basic and strategic industry, telecommunications industry has an important position in the development of national economy. With the rapid development of telecommunications technology, the rapid growth of people's needs and the enhancement of several network merger, natural monopoly is weakening and the trend of competition is strengthening in telecommunications industry. Through several major reforms and restructure, there is no workable competition and hasn't established a perfect system of legal regulation. This paper aims to promote and protect the situation of workable competition in Chinese telecommunications industry through the research on the issues of legal regulation. It is of great practical significance at present.In this paper, I introduced the theory of workable competition and legal regulation, the problems in the legal regulation of Chinese telecommunications industry, and the experience of foreign countries in the legal regulation of telecommunications industry. Finally, I proposed the general ideas of legal regulation in Chinese telecommunications industry for promoting the workable competition. I think we must change the way of legal regulation of the telecommunications industry, draft "Telecommunications Act" as soon as possible, clean up the existing regulations, establish and improve the legal regulation system closely related to the workable competition in the telecommunications industry, and promote the reform of the property rights system of telecommunications industry under the legal regulation system positively. Among them, the reform of property right system is the core of the legal regulation to promote workable competition in Chinese telecommunications industry.
