Based on the analytic framework of power structure of rural community, the relationship between the power and resource in rural community was explored, and the power manipulating system was constructed as the main achievement of this research. Started with the observation in the rural community, the social and economic problems during the course of the small iron ore mining in local community was probed. By the means of the sociological survey on the scene of contending for the mineral resources for rapid immense profit space, the practical types of the relationship between the power and resource were described and anatomized. Because of frequent security accidents in so many mine spots, wide attentions were focused on them by mass communication for a long time, but the sociological survey on it was seldom carried out. Therefore, this study was characterized by its great practical and theoretic values.Adopting the method of case study out of field research, numerous first-hand and vivid materials were collected by on-the-spot observation and semi-structure interview. At the very beginning, the small iron ore mining in local community was spontaneous and out of control according to the laws and policies related to the mineral resources. Latterly, local governments showed their interests on controlling the order of iron ore mining. It was found that the notion of "ore mineral resources belong to the state" was widely known and identified in local community. But the legal policy on ore mining was actually distorted mainly because of the dominance of powerful group.Under the framework of state & society, the power relationship and community governace in local rural community were reviewed. Along with the procession of state-making, state power was always tending to its influence into the countryside. At present, the basic governace pattern in rural community is signed by the villagers' self-government, and the social power is becoming more important in the relationship between state and society. At the background of mineral resources development, the administration power from different government departments was further intervening into the rural community, and the gangsterdom activities were emerging. After the power relationship of rural community was generally studied, the power manipulating system based on the mineral resources development was described. The discourse dominance of developmentism put out the foundation of power operation on the mineral resources utilization. The formal power group in local community directly or indirectly dominates the mineral resources development to gain economic profits, which includes seizing mineral resources by their power advantage, controlling the communication between the mining enterprise and the village people, and even colluding with the gangsterdom. All those kinds of activities were totally concluded as the capitalization of common power. The events about 'stop mining' and the failure of mineral resources auction described in this paper show that at one aspect the state power has powerful influence in the local community, and on the other side, it is difficult to carry out the effective management on mineral resources because of the complex linkage among the differentinterest groups. On the basis of analysis on power and mineral resources development, a new notion named 'economic nexus of power' was put forward. It is this kind of power nexus that makes all kinds of power in the local community link together by economic profits. Therefore, a whole power nexus has been coming into being, which actually dominates the mineral resources development in the local community.
