The phenomenon of public power is one of the importantproperties of human society. Public power which carries out inhuman history has been a sharp double-edged sword, both to promotesocial progress and development; and sometimes gives humanitygreat harm. Throughout the ages, people have been seeking tostandardize the exercise of public power in order to take its advantageand avoid its shortcoming. Western developed countries in theprocess of the market and the industrialization, gradually summed up,a relatively stable and normal mode of operating for public power andseparating for powers, which made a great contribution to thedevelopment of political civilization of humanity。The essence of itstheory is worth to learn. However, even in the West, the operatingpower mode in each country has a close relationship with itshistorical and cultural traditions. Therefore, regardless of their ownhistorical and cultural traditions to copy other countries’ mode canonly be the result of “South Orange North Trifoliate Orange”, whichis impossible to be successful.At present, China is in the historical period of transition from atraditional agricultural society to modern industrial society. Thetremendous development of the productive force and the changingdeveloping mode need to reform and adjustment the existing powerstructure and operating mechanism in order to promote the rapiddevelopment of productive force and to ensure the transformation ofthe country’s modernization. Therefore, how to combine the historyand reality to study public power, which is operating, not only is amajor theoretical issue but also a major practical issue.The key methods to study our country’s power structure and itsoperating mode is the methodology of relationship of particularcontradiction and the general contradiction in Marxist philosophy,adding some other main methods such as concept ofinterpretation, contrast and system theory. This text is divided intothree parts. First, the general theory of public power,Second, China’spublic power structure and operation mechanism of current situation.Third, building socialism power system with Chinese characteristicsof the separation of power and the supervise mechanism。Through out researching on this issue,I think the power structureof centralization and of operation in double-track which evolved inour country’s history is inevitable and rational in a degree, and istaking the revolution role to promote the progress. Obviously,however, it cannot adapt to Chinese modernization transform. So itneeds the reform, adjustment and standardization. This article alsobelieves that the two-track operation of power is not only theimportant content of China’s power structure but also Chinesecharacteristics, and is inevitable to China’s socialist system. So anyreform action must be built on this premise of this cognition.Therefore, the emphasis and the main juncture of reform would becentralized system of party committees, and the centralized power ofparty committees should be divided into three part:decision-makingpower,decision to take or not and executive power,which are holdby the party committee, the National People’s Congress and thegovernment respectively. Thus, due to the separation of power holderand the specification of the boundaries in which three powers executeand due to forming the interrelated relationship of mutual contractand restrict, we can build the foundation of separating and balancingpowers system of Socialism with Chinese characteristics.
