Institutional Change In Government Behavior Analysis

Through analyzing the history of the development of south Jiangsu model, this paper studies the role of local government' s behavior in institutional evolution as well as the role of institution arrangement in economic and social development. Government is the biggest supplier of institutions. While supplying institutions, government considers social benefits and social stabilization more than economic benefits. Adopting the mixed use of induced institutional changes and compulsive institutional changes, government balances each social side. It has realized economic development and social stability in the process toward market economy and avoided government crisis during revolutionary economic transformation in rural areas. Around this key point, this paper makes researches according to the following steps.First part is the introduction. Through the study of academic accomplishments of domestic and foreign scholars and on the basis of my own years' of work experience, I put forward the key point of this paper and take it as the theoretical assumption. Then based on this assumption, I put forward the basic configuration of this paper and the major research technique.Second part is about some essential factors. It makes clear the concepts needed in studying and analyzing such as "institutional evolution" , "south Jiangsu model" and "government' s behavior" . They are the keys words and essential factors of this paper. In studying government' s behavior during institutional development and evolution of south Jiangsu model, it is necessary to make some explanation about these words, especially their explanation in politics.Thirdly, taking government' s behavior as the clue, and through the analysis of the history, comparison and cases, this paper reveals the important role of local government during institutional evolution in rural areas. At the meantime, through comparison with Wenzhou model and case studies of Wuxi county, this paper concludes that local government plays an important role in keeping social stabilization in institutional evolution.
