Notarization is the non-lawsuit and quasi-judicial action in which the notary agency provides evidence of actions for the items to be notarized and is endued with the public trust power. The establishment of the notary system of a country aims at prevent disputes and assure the legal rights and interests of a natural person, a legal person or other organizations. The notary activity has a wide scope, has involved various aspects of the national economy and social life and is of strong functional roles, and the work is endued with the predicted public trust power by law. The notaries deeds shown by the notary agency, consisting of three effects of important formal documents such as testimony , compulsory enforcement and legal acts , are the general international legal instruments and criteria for the judicial authority determines facts.However, at present there exist the serious problems of lack of public trust power of notarization, for example, some notaries partially pursue economic interests and pull customers over as well as carry out notarization for human relationships and feelings by some means such as simplifying the necessary legal notary procedure and meeting the illegal requirements of customers, etc., resulting in false and fake notarizations; some notaries with poor qualities and service capabilities are difficult to adjust themselves to the requirements of economic and social development; in addition, such phenomena frequently occur, for example, some individual clients provide false documents, forge the notary documents of notarization and seal of the notary agency; inadequacy of the system design and no matching of measures as well as no effective enforcement of documents of notarization, etc. If all these problems cannot be resolved in a good way, the image and reputation of the notary industry will be influenced, and the national image of ruling...
