Although public utilities usually receive narrow attention, because of its natural monopoly, for which it used to be immunized from the application of antitrust law, an inherent close relationship with the government, its great importance to the ordinary lives of common people and the high frequency of impairing consumers' rights and interests, it's a puzzle how to regulate them by law. Thereby, it needs many arduous efforts to research on this subject, and so quite a lot of difficult questions left unresolved. As a result of that, public utilities are chosen as the main subject of the thesis, theme run through which is regulation of competition by network public utilities (hereinafter named as NPU). In addition to the preface and conclusion, the thesis develops as three parts: the first part, namely the 1st chapter, elucidates definition of NPU and related important technical terms; the second part, namely the 2nd chapter, accounts why NPU should compete; the third part, including the 3rd, 4th, 5th and 6th chapter, deals with how to regulate NPU competition.The 1st chapter mainly investigates definitions of public utilities and NPU, general principles of competition and regulation, as well as some problems concerning competition by and regulation on NPU in China. First, on the basis of analyzing the origin of the concept "public utility" and its definition, the concept "network public utilities" is put forward, while its significance and characteristics discussed.
