The city of Yangzhou was liberated in October 1949 and a new regime founded. The new state power was certain to have a great impact on the social structure of the city between 1949 and 1952. Firstly, it is the Party's prime task for a new regime to rebound the city's power system. Great changes have taken place in the political class after the construction of the regime and the organization of Party and the public. Secondly, the Party started social revolution which is a social reform in most part as the new regime was stable. For the objects which were reformed, they are the ideas and behave which were not adjusted to them. So the Party took up different methods on the basis of different objects. At the same time, the way of mass campaign in large scale also altered the old society class, some of which became lower. Thirdly, because the new regime worked out a series of social policies which are different from the old ones, it led to rising of some society class. Fourthly, convoking city's congress from all walks of life is an important task of power construction. The congress which can mostly embody the participation in political affairs shows the status change of the classes basically. And in a sense, the participation standard regulated by each congress also promulgates the alteration of class. It is during the construction of the new regime that new social classes'structure came into being.The thesis is made up of introduction part and main part and conclusion part. Introduction part mainly clarifies the important topics, train of thought, frame work, research methods and data in order to reveal the research purpose and value abundantly.In Chapter One, social class structure of Yangzhou before liberation is introduced briefly. In chapter Two, the writer talks about the reconstruction of power system after CPC's entering cities and great changes of political hierarchy, and especially probes the qualifications of the membership of new political hierarchy. In Chapter Three, the writer talks about the social reform and class change from higher to lower position. Chapter Three was divided into three parts: Part One is about movement of putting down the counter-revolutionary and the enemy who counters revolutionary; Part Two is about the movement of five counters and the bourgeoisie; Part Three is about intellectuals and their idea transformation. In Chapter Four, the writer talks about social policies and class change from lower position to higher position. It also includes three parts: relieving from the society and the groups of the families of martyrs and soldiers; women and adjustment of relations between females and males; social welfare and the working class. In Chapter Five, the writer talks about the society classes from each congress of Yangzhou city.
