Study On Institution Effectiveness In New Institutionalism Politics Perspective

The study on institution effectiveness is the need of the development of the institution theory, and also it is the need of practice at transform period in china. From the development of institution theory dimension, though the institution effectiveness was always the subject which was concerned by the some famous institutionalist, it was only appearing in bookmaking. Along with the advancement of democracy, and accordingly along with buildup of person's self-determination and the diversity of interest, the study of institution effectiveness become necessary more and more. So we can see that the theory of institution has a long distance with the needs of practice. From the practice of institutions in transform period, the study of institution effectiveness is needs of building harmonious society, and it is needs the deep development of democracy, and it is the needs of maintaining politics stabilization, and it is also the need of answer the challenge of the new state of affairs.The core subject of the politics of new institutionalism is to deal with the relationship about the institution and it's agents, and the essential of institution effectiveness is also the relationship about the institution and it's agents, So we want to analyze the theory about institution effectiveness in dimension of new institutionalism.And this paper takes the study of institution effectiveness in new institutionalism politics perspective as the main subject. That is to say, how the mew institutionalism politics define the connotation of institution effectiveness and how they analyze that what kind factor can affect the institution effectiveness? So, this paper analyzed the theory of institution effectiveness about three genres of new institutionalism politics in the agents perspective .Also, this paper has summarized the consistent frame of the three genres of new institutionalism politics, Then we indicated the contribution and shortage of institution effectiveness theory about new institutionalism .and the last we point out that some questions that the theory of institution effectiveness should study deeply.In chapter1, we want to analysis the theory of institution effectiveness in dimension of the rational institutionalism .the rational institutionalism start its theory from the logic of maximizing uses .So the rational institutionalism argue that the institution effectiveness mean that the institutional state that the institution could achieve anticipative effect because they have gained identity of as much as possible and selfish individual, and then they wanted to abide them unconstraint. The rational institutionalism also argued that the institution cost, institution equilibrium, the cogitation and information of agents, and environment is the main factor that affects the institution effectiveness.In chapter2, we analysis the theory of institution effectiveness in dimension of the historical institutionalism. And historical institutionalism starts its theory from the logic of path dependence. So historical institutionalism argue that institution effectiveness mean that the institutional state that the institutions could achieve anticipative effect because they have acknowledged and then abided by the agents of mutual conflict, especially the pivotal agents. And the historical institutionalism explains that established institution, the agents and the economic and political environment are the factor which can affect the institution effectiveness.In chapter3, we analyzed the theory of institution effectiveness in dimension of the sociological institutionalism. And sociological institutionalism starts its theory from the logic of appropriateness. So the sociological institutionalism argue that the institution effectiveness means a institutional state that the institution have achieved his anticipative effect because they have been acknowledged and abided by the as much ad possible agents who comply to the logic of appropriateness. And sociological institutionalism explains that the validity of institution, context-restricted agents and complexity of environments can affect the institution effectiveness. At last, in chapter4, we summed up the analysis frame of new institutionalism politics. In the base of comparing the difference and the consistency of the three genres of new institutionalism politics, we can find the frame of new institutionalism politics. That is to say, it takes the supposition of individual's behavior as its logic, and cut-in from institution process, and analysis the institution effectiveness from institution, agents and environment dimension.We also analyzed the contribution institutionalism for the study of institution effectiveness. there are two contribution for development of institution effectiveness ,that is, first, the institution effectiveness theory of new institutionalism politics inaugurate a new way for the study of institution effectiveness, and second, the theory of institution effectiveness can offer direction for the practice.And we summarized the shortage about institution effectiveness theory of the new institutionalism politics. We argue that there are three shortages for institution effectiveness theory of the new institutionalism politics. That is, first, there was unilateralism for the supposition of individual's behavior .second, have not enough attention for the self-determination of agents. Third, should strengthen the intercourse of the three genres of new institutionalism politics.
