As a new international actor, European Union actively joins in global governance especially the governance in Middle East in new historical era. EU shows two different but connected roles in this process: normative power and civil power. The forces, motivations, routes of EU's democratic governance root in EU's roles and exist in logical links. On one hand, EU gains its traditional security protection from NATO and WEU; on another hand, EU concerns about the real or potential instability of its neighborhood which threats EU's nontraditional security. The motivations and aims contain: exporting Europe's democracy concepts and systems, defending Europe's and Middle East's security, safeguarding peaceful coexistence between EU and Middle East even Islam world.There will be significant meanings to the democracy and human rights developments in Middle East which is consisted of different types of countries. EU absorbs Middle East in its"economy and trade leading to democracy, democracy leading to security and peace"democratic governance route. The reasons why EU initiates its democratic governance with economic cooperation are the restriction of its external environments, its comprehension of the relation between economy and democracy and Middle East countries'economical and political demands. EU stimulates Middle East countries to improve their democracy and human rights through specific means such as new association agreement, neighborhood policy and emergency measures. The interaction between EU and Middle East leads to EU's norms internalized in varying degrees and then democratization developments in Middle East. EU's democratic governance in the Middle East is also of positive significance in the whole world and our own country.
