The September 11th terrorist attack leads the U.S. into a new era of anti-terrorism. After this attack, the U.S. government changes its domestic as well as foreign policies for the strategic anti-terrorism goal. And the change of U.S. border security policy is a very important part in this whole changing process.The change of U.S. border security policy after September 11th terrorist attack is based on the change of U.S. perception of border security. The September 11th terrorist attack changes the U.S. perception of homeland security and terrorist threat. After this attack, to defend the U.S. homeland from terrorist attacks has become the primary goal of U.S. security strategy. And border security is given strategic importance for its close relationship with homeland security defense.After September 11th terrorist attack, in order to enhance border security, to keep terrorism and other security threats away from the U.S. homeland and at the same to facilitate the secure flow of legitimate people and cargo, the U.S. government changes its border security policy. In the framework of U.S. Department of Homeland Security, main U.S. border security agencies consolidated for the first time in history. Specific changes of security policy and measures are implemented at the U.S. land, sea and air borders. The U.S. border security agencies improve the security inspection for in-bound people and cargo at the official ports of entry and exit, as well as enhance the security surveillance between ports of entry and exit for the prevention and crack-down of illegal immigration and smugglings. As the frontline of preventing terrorists from entering the U.S. territory, the visa policy is also strengthened under the guideline of anti-terrorism and national security.After September 11th terrorist attack, through the use of advanced technology and the partnerships with foreign governments and private sectors, the U.S. government is not only pushing the U.S. border security zone away from the U.S. borders and onto the territories of other sovereignty states, but also constructing information networks for border security defense as well as focusing its limited border security resources on the troubling spots. That is to say, to focus its security inspection time and resources on high-risk people and cargoes, while expedites the flow of"trusted"people and cargoes. These are the most notable features of U.S. border security policy change after September 11th terrorist attack.These features represent the efforts the U.S. government has made actively and helpfully to enhance U.S. border security after September 11th terrorist attack and demonstrate, to some extent, the new directions of U.S. border security policy and practices.
