Study On Entry And Exit Control Of Cross-border Movement Of Terrorists In China

Recruitment in the world in 2014 after the rise of the Islamic State(ISIS)and the largescale flow of violent terrorists resulting therefrom until the collapse of the Islamic State in 2018 caused the return of terrorists across the border.These major events in the history of international anti-terrorism have sounded a warning for governments around the world that terrorists must be seriously faced.Cross-border movement brings about realistic harm to national security.From the perspective of a brand-new entry-exit control mechanism for the cross-border movement of terrorists,and using the "overall national security concept" as a theoretical tool,the author studies and analyses the construction of entry-exit control mechanism for dealing with the cross-border movement of terrorists in China.Through sorting out and summarizing the characteristics and rules of the cross-border movement of terrorists,as well as the analysis and Reflection on the current management measures and existing problems of preventing and controlling the cross-border movement of terrorists by the entry-exit border inspection departments in China,some outstanding problems in dealing with the cross-border movement of terrorists in China are analyzed.Based on the research and analysis of the strategies of western developed countries in preventing and controlling the cross-border movement of terrorists in recent years,the author puts forward some experiences that China can draw on: establishing a highly shared data,realtime updating information system for terrorists under unified leadership,establishing a hightech control system for land,sea and air borders,and applying for visas by security organs.Audit checks and one vote veto system and implement effective education,vocational training and social integration policies for terrorism-related personnel.Finally,the author puts forward two feasible ways to deal with the control of cross-border movement of terrorists in China: the prevention and control of domestic entry and exit,the construction of mechanisms to control cross-border movement of terrorists and international cooperation to prevent cross-border movement of terrorists.In terms of domestic infrastructure,we should first legislate,establish a coordinating and cooperative mechanism with multi-sector participation,establish a preventive terrorist screening mechanism,and establish a rapid repatriation mechanism for terrorists.In international cooperation,we should attach importance to the role of international law and carry out international police cooperation in entry-exit and anti-terrorism in various forms.Only through the coordinated operation of multi-angle and multi-dimensional control measures,can we make our national defense norm and control mechanism of cross-border movement of terrorists tend to be systematic and perfect.
