Since the 1980s, internal and international situation has being changed enormously and profoundly. While remarkable success is achieved in national development of our country, new challenge is also confronted concerning it, highlighted in incoordination of national development. It has a bearing upon the construction of harmonious socialist society. In order to minimize the discrepancies in ethnic regions and develop healthily and coordinatedly among all ethnic groups, the CPC arranged and implement a series of strategic guidelines and measures. In 2003, President Hu Jintao put forward that the theme of the work relating to ethnic minorities of new period is "ethnic unity and common prosperity of all ethnic groups". Thus point out the direction for national coordinated development and construction of harmonious socialist society.The paper is based on Marxist nationality theory, directed by the Scientific Outlook on Development, aimed at constructing harmonious socialist society, themed on national coordinated development and investigates how to put the Scientific Outlook on Development into practice and construct harmonious socialist society through national coordinated development. The dissertation is subject to use literature methodology and social system theory, to analyse uncoordinated phenomenon among ethnic groups, ethnic regions, between ethnic groups and ethnic regions, ethnic groups and society, ethnic groups and ecological environment in 8 ethnic provinces of China. It defines the principles of national coordinated development, namely, putting people first, equality and mutual benefit, "Two Commons"2 ; basic requirements of national coordinated development, id est, coordinated development among ethnic groups, ethnic regions, between ethnic groups and ethnic regions, ethnic groups and society, ethnic groups and ecological environment; fundamental approach of national coordinated development, that is, accommodating the interests of all parties; principal approach of national coordinated development, i.e., establishing institution for national coordinated development, internal stimulatory mechanism for national development, regulatory mechanism for the ethnic interests relations, mechanism of social integration and control, eco-balance system and performance evaluation system of coordinated development; establish regional development entity; bring development strategy combining balanced development with unbalanced development into effect, and so forth. These standpoints and suggestions are based on previous research, using multidisciplinary knowledge comprehensively and put forward independent viewpoint. The innovation of this paper are, firstly, to put forward national coordinated development theory based on national development and regional coordinated development and then research under this core concept; secondly, to associate construction of harmonious socialist society with national development, stressing coordinated development based on previous research of national leapfrog development and bring forward the principle and requirement of national coordinated development according to the goals and content of harmonious society; thirdly, to advance some new viewpoint, such as institution for national coordinated development and its structure and function, establishing performance evaluation system of national coordinated development, socialization of ecological value, establishing regional development entity, implementing balanced development with unbalanced coordinated development strategy, and so on; fourthly, to induce and rearrange principal statistics related to economic and socio-development of the 8 ethnic provinces, supplying some data and information for further research.
