Regional Social Welfare Research On Coordinated Development

The improvement of social welfare and its connotation, equity and effectiveness, is an economic developing goal, and having been discussed without unfailing. Along with the high speed of modern economic development, more attention of social welfare evolutional status and its variation was paid by internationally and even inter-locally. Nowadays, from the view of welfare, the evaluation of economic system operational consequence has become an important index to scale the situation of social welfare equilibrium.After 30 years reformation, China gross national product (GNP) has reached the top rank and GDP is keeping a high increasing speed annually, but income differentials between urban and rural areas, social groups still exhibited a huge gap that greatly affect social harmony and stability. Carrying into practice of identical income level between rustics and urban resident, central-western and eastern section, low-income and high-income groups is hardly performed in a short term, but it is high practically that whole communities progressively enjoy the equipollent public service through setting forth reasonable institutions and systems.The ultimate objective of territorial economic development is "individual development". Unitary GDP growth is hardly possible to reflect regional social welfare situation because it is not only affected by individual incomes but also depends on education, medication and social factors. Therefore, government should establish solid income distribution systems, construct sound public financial regulations and build up homogeneous social welfare systems, form which bring reformation achievement to majorities and correspondingly enhances the social welfare levels of whole communities. From the insight of social welfare, the main objective of current study focuses on the analysis of factors which affect welfare progress, and correspondingly set forth welfare evaluation system and quantify the welfare influential index to improve welfare levels of minority nationality regions. In addition, the theoretical foundation in this study also contributes the great benefits to establishing national welfare policies. This research includes one introduction and 16 chapters. Introduction section generalized the backgrounds, research significations and native and international theories.The first chapter includes the definitions of theories of economic growth, social welfare evaluation, income distribution, human development and economic dimensionality of equilibrium, Pareto Optimality and compensation principle. The second chapter mainly includes the analysis of territorial welfare actuality according to evolutional history of China welfare system and discrepancy of territorial economic blossom.The key points of chapter three is the description of the effect of income distribution, human development, social security and insurance and community service on social welfare improvement. The major content of chapter four is the establishing of one welfare evaluation system and by utilizing this system, compared and analyzed social welfare and economic diversification of 8 western provincial regions and 8 coastlands of China. The main issue of chapter five is on the subject of social welfare theories and functions. The role of government in economic development was detailed discussed, which hereby contributes great benefits to the establishment of China territorial unisonous social welfare system and public service equalitarianism.
