It is no doubt that the secondary vocational education has benefited the society and economy a lot in the rural ethnic area in the past quiet long time. While, when market economy is increasingly furthered and developed, the secondary vocational education began to meet its battleneck of development. In the southeast of Guizhou province, the battleneck shows in three dimensions:first, better policies seems to be incapable of retaining students; second, better plan seems to be in capable of reaching intended goals; third, the educational investment of many years do not manage to get rewards. This study believes that the development difficulty of vocational education in rural ethnic area is mainly caursed by separation of vocational education and area development. So the key of solving the problem is relyed on the relation analysis of vocational education and community development.This study has conducted comprehensive research and systematic analysis on the economic and social development in the southeast of Guizhou province, especially the cooperating condition of some secondary vocational schools and ethnic community with the method of anthropology. By the comparing analysis of inner and outer influencial factors, the study found that in a day that the economic development heavily rested on the local natural and human resources, the secondary vocational education has to found its own direction in order to realize the coexistence and concordance development of school and ethnic community. Take the secondary vocational schools in the southeast of Guizhou Province for example, most of students get employed far from their living community after graduated from vocational school and the school's teaching arrangement is determined according to the requirements of industry in the advanced east area. For students, such education is very difficult to change their economic situation and promote their long-term development. For ethnic communities, the labor trained in school did not work for the community. The situation also caused recruitment difficulty for schools. Thus, this study puts forward the basic development strategy for secondary vocational schools in rural ethnic area:the schools shall cooperate with the ethnic community and further more build up the codependent relation between them. If the schools want to cooperate with community, it has to share its educational resource with all the people in the community; at same time, community is not only regarded as education resources for school, but also provides development background and values for school.As for the innovation of this text, this study researches comprehensive review from the angle of culture ecology and the big background of rural ethnic reconstruction, and brought forward the ideal of coexistence and concordance development.
