Identification Crisis Of HVTC And Its Consequences

With the background of democratization within Chinese higher education, public higher vocational and technical colleges (HVTCs) education were advanced into the frontiers of marketing which would attach the proof for its legitimacy upon its development, but also create "the rational legend" for as well as give a rise to much new issues. As known, the public HVTCs in China were fast developing during the struggle between System and Market while on the one hand have made the classical case unprecedented on global HVT education history true and the other encountered its survival and development with crisis.Therefore, our study was attempting mainly probing into such subject as:why there is a survival crisis coming into being within public HVTCs? which has been further divided into the following several specific topics as:what possible problems from their legitimacy systems environment and its will be? And why did public HVTCs suffer from various suspicions with their rationality? And how did such dilemma suffocate public colleges and spotlight their survival pressure and indications of crisis? And what will be the core factor and its consequence triggering the survival crisis? And last what strategies and solutions for getting rid of?Therein, this study took advantage of an independent public HVTC in Jiangxi province as a case study and meanwhile adopted the perspective of new institutionalism for organization research for probing into its institutionalism progress and suffering dilemma. By full means of the researcher himself as a college president, in this study we employed materialism case study as analyzing option, associated methods of interviewing, individual experience narration, documentation study, questionnaire survey and comparative study all for seeking motive for Chinese HVTCs development, unveiling the crisis and mechanism restraining its college business and reflecting these core issues and system origins of their survival crisis.Throughout the study, we have concluded as follows,First of all, HVTCs education equipped with legitimacy. In response to Globalization, we made advancing democratization of higher education as theoretical guideline, governmental leading as driving force, regulation establishing-up for system guarantee and HVTCs independent operation as surviving dynamic energy all for promoting Chinese national competence all that have provide the evidence for its legitimacy as well as create "the rational legend" of its development.Secondary, difficulties from system contriving attached upon public HVTCs. Owing to the issues of HVTCs'equities and entrusted-affiliated have not yet been carried out and its standard system has not been established; Moreover, these HVTCs are involving under such an embarrassing circumstance that their college operation were market-oriented but their mechanism were still working as per previous planning period what together brought about their rather constraint responses to the market.Thirdly, HVTCs are suffering from survival crisis for their independent operation. In this case study, it stipulated that there were kinds of problems such as wrong targeting, majors similarities, irregularities and blind college scale pursuit, shortage of specialties and education quality which all contributed into higher education's survival and development crisis.Fourthly, the origin of HVTCs'survival crisis lied in the identification of its difficult transformation from legitimacy into rationality. Deeply influenced by traditional culture, firstly HVT education suffered from the identification crisis on culture-cognition level; and then, for lack of integration on its system contriving have its development suffered from the obstacles on regulation-system level; and thirdly, out of short of standard system within professional institutes among its industry have its development suffered from doubts on regulation-system level. Therefore, the co-impacts from above three sides triggered the identification crisis of public HVTCs which focusing on diploma identification crisis.Fifthly, the identification crisis resulted in its hard survival. However, the consequence reflected as several sides below:the survival pressure from recruitments economy and the general irregularities, the intact impact from employment-centered operation direction towards talents quality and similar operation patterns regardless of their organization framework, and excessively relied on these elites'instant endeavors to maintain the basic operation condition.Last sixthly, the healthy development of HVTCs is up to by largely create a system support environment for. With which core lies on making full use of governmental effects on system establishing-up and its dissemination and which main points include such as perfecting HVT education system and strengthening its industrial regulations, configuring its appraisal system and specifying public HVTCs equity and well organizing its relationship between entrusted and affiliated etc.Though as a single case study, it undoubtedly could not stand for wholly and meanwhile was short of experience sum-up and theories integration. Otherwise, material study on HVT institutes from the perspective of new institutionalism is also first-time attempt from our author's point of view. But it is admittedly that this study probably achieved with such three aspects to:the practice from a personally college operator provided with the real case for deepen study on public HVTCs; And provided with a case for illustrating features of public HVTCs development with new institutionalism theory; And provided with several solutions based on factual practice for establishing a system environment comprehensively to promote healthy HVTCs development. Furthermore, this will inevitably be one of academic and practical issues no matter scholars or practitioner will keep an eye on.
