Along with the development of politics, economy, culture and thereform trend of teacher education internationalization continues toadvance, the college education of Normal University in China has abottleneck in the performance of three major functions: personneltraining, scientific research and social service, the current systemof teacher education has been shown inadaptability many times, atthe same time, college education of Normal University in China isfacing the crisis of legitimacy, and demonstrated different crisisform: identity crisis, employment crisis, research crisis and servicecrisis. To resolve the crisis, college education of Normal Universityin China should make efforts in all directions.The paper make use of David Rabelai’s “harmless-uselesstheory” and Jurgen Habermas’s “the crisis of legitimacy theory” asthe theoretical perspective, combined with the crisis situationfound in questionnaire survey,existing in the college education of Normal University in China, more detailed analysis the presentdisadvantages in personnel training, scientific research and socialservice in the college education of Normal University in China, andproposed the corresponding solution strategy and the improvementscheme for this phenomenon.The paper is divided into five parts. The first part is theintroduction, from the theoretical and practical aspects interpretthe cause of problems, in addition, detailed list the relevantdomestic and international literature review, and make an overallsituation of research content, research method and research idea.The second part is the summary of the theory of legitimacy crisis,makes the detailed introduction of the specific content of the crisisof legitimacy theory and distinguishes the related concepts. Thethird part is the theory of legitimacy crisis of college education ofNormal University in China. The fourth part is make a realityanalysis of legitimacy crisis of college education of NormalUniversity in China, including the various efforts before the realityanalysis, such as research of regional screening, questionnaire andexpert interview, the specific forms of legitimacy crisis of collegeeducation of Normal University in China found through the survey:identity crisis, employment crisis, research crisis and service crisis.The fifth part is the strategy research to resolve the legitimacy crisis of college education of Normal University in China: to solvethe identity crisis, we should renew the idea of running schools,establish the strict system of teacher qualification certificate andaccreditation of teacher education institutions, establish themultiple open system of teacher education; to solve theemployment crisis, we should change the mode of personneltraining, adjust the teaching structure, optimize the curriculumsystem; to solve the research crisis, we should carry out theprinciple of Wilhelm von Humboldt, strengthen cooperation oneducation, improve the scientific management system andevaluation system; to solve the service crisis, we should strengthenthe service consciousness gradually, scientific positioning servicearea, appropriate to increase the service content. Only withrespond to challenges actively, to seek a way out initiatively, canwe turn the crisis successfully.
