Qualified world citizens must be cultivated in the era of globalization because the citizens'quality is a critical factor for a country's overall strength. We must insist on the priority of moraleducation as it's the core content of the populace's cultivation. As a cradle and base to train thepersonnel of high quality, colleges and universities should assume the significant and sacredresponsibility in moral education management. The general trend of colleges and universities'management is that it is scientific, systematic, legal, humane, democratic, standardized andspecialized. Scientific moral education management must satisfy the rule of universities'development, the rule of education and teaching, and the rule of students' growth. Moral educationmanagement must also obey the basic laws of the country, because we must rely on systems tomanage people and things. Moreover, to achieve humanization, a freer environment must be createdfor teachers and students, so as to promote their comprehensive and individual development. Toachieve democratization, we must depend on all teachers and students, listen attentively to andrespect their opinions on university management. To achieve standardization and specialization, wemust take care of every trivial matter, make everyone responsible for his own duties, and thusimprove the effectiveness of the management.The moral status of universities depends on their managerial levels. Moral educationmanagement is a dynamic, developing, and organic process, involving all the moral factors, in whichthe mechanism construction and operation is critical. With the notable changes of the moraleducation management' environment, objects, contents, methods and means, a series of problemshave aroused during the execution of the original moral management mechanism, partly because ofhistorical factors, partly because of the limitation of current situations, and the most important,because of system factors. Thus, the reflection is needed to find a breakthrough. We should improveand optimize the moral education management from the aspects of management structure,mechanisms, and systems, further clarify the responsibilities, and rationalize the relationship ofparticipators. We should further establish and complete the moral management mechanism, drawmore clear aims, contents, policies and styles, guarantee the work of the mechanism, system,personnel and fund, and improve its actual effectiveness. In order to solve many realistic problems inmoral education management, further theoretical and practical studies on the moral educationmanagement mechanism is urgently needed, which is also the main reason why the author chooses toresearch this topic.The main contents of this paper are as follows:(1)The theoretical basis and the main principles of moral education management based ondefined concepts and relations are explained in this thesis. The perspective of interculture is used toanalyze the reality dilemma of moral education management: There exist a unified and pluralisticconfusions in the value orientation and philosophy, a conflict between rigidity and flexibility of themanagement mechanism and control system, a conflict between unity and diversity in themanagement methods and means, and a contrast of utilitarian and effectiveness in the performanceevaluation and feedback.(2)The goals and standards of moral education management are put forward in this study.There are three main points: Firstly, the goals of moral education management based on intercultureand Chinese characteristics are presented, which include establishment of the guiding role of theChinese-Marxist view in moral management, guidance for teachers and students to build aharmonious social life, selectively acquiring advanced experiences in moral education managementof foreign eduction instiutes, focus on the construction of digital information network management,and creatively establishment of a main body-diverse moral education system. Secondly, thecombination of universal and particular moral management value concepts are highlighted, including "scientific and pragmatic" orientation view of moral management,"predominant and leading " moralmanagement functional concept,"human and comprehensive" moral management developmentconcept and "overall and harmony" moral cultivating concept of all staff. Thirdly, the criteria ofmoral management values based on the campus life and the working process are made, includingfour aspects: goal-cultivating the ideal personality with three characteristics (life-oriented,socialization, individuation), scale---putting the knowledge into action and putting the moraleducation in top priority within the "Five Types of Education"(moral, intellectual, physical,aesthetics and labor education), core---building of the dominant value systems of the times, andfocus---development of students' judgement ability and practical ability.(3)The five principles in constructing the moral education management mechanism arepresented. These are human nature principle, integrity principle, scientific principle, thedifferentiation principle and openness principle. A framework of moral education managementsystems in universities and colleges is built, which consists of the decision-making and regulationmechanism, operation and coordination mechanism, monitoring and warning mechanism, motivationmechanism and safeguard mechanism, assessment and evaluation mechanism, incentive andrestriction mechanism, self education mechanism, and integral education mechanism. Meanwhile,the operation procedure of moral education management mechanisms in universities and colleges isanalyzed so as to effectively run these mechanisms.(4)A few typical issues arising in the implementation of the moral education managementmechanisms in universities and colleges are addressed so as to find the solution. These issues includeinstitutional inertia and path dependence, execution paradox and value dislocation, organizationalstructure and the relationship between rights and responsibilities, and interest induction and resourceintegration. In view of above mentioned issues, the paper puts forward corresponding policysuggestions, such as putting the moral education in the first place, integrating the moral educationenvironment, humanizing the moral education contents, diversifying the moral educationmanagement methods, and setting up the hierarchical objectives of moral education management.Furthermore, the future development of the moral education management is also discussed in thisstudy.Building a new moral education management mechanism which has Chinese characteristics inuniversities and colleges is an important theoretical and practical project and involves a range ofissues. The mechanism needs to be implemented gradually because of the personnel participating,various management structure, and more important, conflicts of interests among different players.All these factors, in addition with the epochal characteristics of moral education management, makeit not easy to systematically clarify each problem of the new moral education managementmechanism in universities and colleges. When we construct the new mechanism, all educationalresources should be efficiently utilized, and the positive role of modern education managementshould be fully played. All of the departments and staff should be encouraged to support themechanism from every aspect: thoughts, system, personnel, and organization. Only in this way canwe really achieve the objective of moral education management.
