| Mass sports in China has undergone enormous changes in the new century and stage. The Civil Football League of Xi'an has emerged and developed on the basis of material fullfillment of people. The League has improved greatly in recent years, no matter in terms of the number of participants, or the management of the League. The size and the quality of the League is among the best in the country now. The League can improve not only physical and mental health of people, but also social affinity and cohesion. What's more, it is advantageous for forming a scientific, civilized and healthy life style.The objects of the study are Xi'an folk football matches and the Civil Football League, and the study is done by means of literature, observation, and interviews. From the actual situation of teams participating in the matches of the League, it can be concluded that sharing the common goal of sports, they participate in folk football matches regularly, and their teams are formed on the basis of common interests. Theirs purpose is " keeping fit, developing friendship through football, focusing on participation, and prioring friendship".The matches has provided a platform for football lovers to play, discuss, and commenting on football, promoting Xi'an folk football activities towards the direction of health, oder, and science, as well as advancing the grade of folk football activities.The communication of the members in Xi'an Civil Football League Committee is timely and smooth. With a lower degree of centralization, the members can discuss and make decisions in a relatively democratic and harmonious atmosphere. Although the League is less formal and professional than the Chinese Professional League, and has less layers than Super League, its efficiency is higher than the Chinese Professional League. However, there are many problems exsisting in Xi'an Civil Football League. The mechanism of management and operation is not perfect:the teams are undisciplined, with no clear goal of building the team, and lack necessary training and protection. Without effective legal support and system constraints, the justice of the match is influenced. The referees of the match do not have enough competition experience, leading to uneven enforcement standards. What's more, there isn't enough fund supporting the League. With all the above problems exsisting, levels of folk football matches are constrained. Although Xi'an Civil Football League shares the same system with professional and super leagues, the number of teams that actually participate in the matches takes up only a small part.In developed countries in Europe, there are mature folk football training and competition systems. It can even be said that standardized and healthy development of folk football is the source for powerful football leagues and national football teams of all countries to keep dynamic vitality. In developed countries, regional classification system is adopted in competitions, with more democracy and freedom in organization, which encourages spontaneity; various forms of organization have kept the vitality of the teams; school education is the basic method to popularize folk football among teenagers, which is beneficial for improving the quality of football players.In the light of the status of Xi'an Civil Football League, with reference to advantageous experience of developed countries, considering national conditions of China and specific situation of Xi'an, we propose a thorough reform on the management and operation system of Xi'an Civil(amateur) Football League. First, building up a perfect management and organization system, and diversified competition system. Second, organizational management of the League should be more professional and standardised. Third, business development of folk football clubs should be promoted. Fourth, a new pattern of training teenagers should be found, for folk football is the cradle of professional football. Through the promotion of management and operation reform in civil football league, thousands of teenagers will be attracted to take part in civil football activities, providing inexhaustible source for professional football, which will be developed continuously on the solid foundation of civil football. |
