The research of the vocational education compensation is need of improving social development, solving the development contradiction, remedying the lack of the vocational education compensation and improving the vocational education theories in ethnic area.In the research thread of thought, this research is based on regarding the history transition and reality mission of the vocational education compensation in ethnic area as starting point, regarding the vocational education compensation and its transition value differentiating and analyzing as base point, through actual investigation of the present vocational education compensation system in ethnic area, analysis the crux of the problem in the compensation theory, subject, object and ways,through international compare and utilization others to explore the transition train of thought and possibility of putting into practice. In the research methods, the research mainly adopts document research, history research, investigation research and comparative research. The research content and conclusion mainly present as following:The development history of the vocational education compensation policy in ethnic area basically has experienced the compensation lack period, the compensation start period. gradually perfect and paying more attention to the vocational education compensation. But now the present transition of the ethnic area economy, culture and society development raises the new needs to the vocational education. The vocational education has some serious new problems in entry overflow, process overflow and export overflow, which further increase the pressure in the vocational education development in ethnic area. So, we should set up the new concept in balance development, sustainable development and endogenous development. Under this reality background, the vocational education compensation in ethnic area faces the necessary of transition. The vocational education compensation in ethnic area needs to clarify its value seeking, transition necessary and transition orientation from the theories in order to correspond to the development between the profession education compensation transition in ethnic area and the profession education development need. This research holds the opinion that the final value of the vocational education compensation in ethnic area is to promote the society's fairness and harmony; the core value is to fulfill the fairness and democracy of education; the basic value is ethnic profession education priority development. The analysis of the multidisciplinary of the vocational education compensation transition shows the necessary of transition. From the aspect of philology, the transition of human being's self-achievement requires the transition of the education compensation. From the aspect of sociology, the society transition requires the transition of the education compensation. From the aspect of economy, requirement transition requires the transition of education compensation. From the aspect of anthropology, pluralism cultural continuity requires the transition of education compensation. Therefore, this research raises the transition orientation of the vocational education:the sustainable vocational education compensation towards ethnic area.For the whole and deep understanding the current situation of the vocational education compensation in ethnic area, this research inquiries and analyzes the typical example of the vocational college in ethnic area and finds that there are many problems in the vocational education compensation system, which influence the sustainable development of vocational education. Firstly, in the theories of the vocational education compensation, for the weak of the inner service conception it is dominated by out control,for the weak of the development style conception it is dominated by guarantee style conception,for the weak of the subject consciousness, it is dominated by passive acceptance style. Secondly, in the main part of the vocational education compensation in ethnic area, the compensation subject component is relative single; it is dominated by the country and local government. For the lack of the power system in the potential compensation subject, the cooperation between subjects'compensation needs to strength. Thirdly, in the compensation objects, there are those problems, such as the real objects and requirement objects varying quite a lot, the lack of standard in checking and balancing the compensation objects and relative indifferent in the compensation objects' responsibility ethics. Fourthly, in the compensation content, it is dominated by the ensuring model for the lack of the developing model compensation. For the lack of core compensation, it is dominated by general compensation. For ignoring the inner compensation, it is dominated by out compensation. Lastly, in the ways of the compensation, for the lack the indirect and landscape orientation, it is dominated by the direct and portrait compensation. For the lack of the difference compensation, it is dominated by general public compensation. For the lack of the intensive management, it is dominated by the extensive management.Facing the value seeking of the vocational education compensation in ethnic area and facing the realistic problems in the present vocational education compensation in ethnic area, based on the foreign countries relative experiences, we should make some necessary adjustments from the compensation concept to compensation practice system to fulfill the methods transition in the sustainable development of the vocational education.The education compensation policy of the other countries has some direct reference to train of thought transition for chinese vocational education compensation. The development process and main character of the ethnic education policy in those four countries, America, Australia, Canada and Singapore, supply the cherish experience and important inspiration to our country ethnic area education compensation. The first one is the multicultural policy and law system, the second one is the government pays attention and input the money and effectively organize the resources,the third one is deep concerning of the ethnics into the multicultural communication and the higher management of the ethnics,the fourth one is the good multicultural education,the last one is the good effect of the multicultural education, which benefits the society and each person.Based on those problems, this research presents the transition train of thought:compensation conception of the vocational education compensation in ethnic area, the transition from out control to inner service; the compensation subject changes from the single subject to the multi-subject; the compensation object changes from basic object to core object,the compensation content changes from the focusing on the ensuring style to focusing on developing style; the compensation mode changes from the public to mixed difference. After this,the research attempts to construct requirement guidance process systematic developmental compensation system for fulfilling the transition of the vocational education compensation in ethnic area. The research analyzes the running system, too. In raising money, the research raises the conception of compensation vouchers in order to effectively integrate all kinds of compensation subject. In service supporting, we should add developmental compensation special funds and put in charge of the specialized agency and stsff who are in charge of checking, approving, monitoring,inspecting and accepting the all kinds of compensation subjects. In quality assessment, we should start with the volume development and formative assessment and combine the reflection of the assessment result to start the adjustment of the corresponding compensation content, intensity and modus. At the same time, we should further perfect compensation running conditions and set up corresponding law and rules to ensure the formal running of the vocational education compensation in ethnic area. We should also set up the priority development area and program of the vocational education in ethnic area to improve the deep running of the vocational education compensation. And we should strengthen the subject development conception of the compensation object, to improve the inside effect of the vocational education compensation in ethnic area.
