Capital construction is an important foundation for university's survival and development. The products and services provided by capital construction projects are not only the necessary precondition of college teaching, research and personnel training but also the important protection for university staff and students to maintain a normal life, work and learn. The project planning acts as a "leader","locomotive" and "bid" role in the project construction process and is very essential for the successful implementation and completion of the project. At present, many issues exist in the project planning of China's public colleges and universities such as lack of scientific basis for decision-making, unreasonable design, lack of funds needed. The research on systematic theory and methods for the project planning of China's public colleges and universities is of great theoretical value and practical significance. It can guide colleges and universities for the orderly implementation of infrastructure projects and constraint the management system of college capital construction projects.Based on the theory of modern project management and in-depth exploration and analysis on the status and problems of university's project planning, this thesis proposes a "3"+"1" mode of project planning with considering the relevant Chinese laws and regulations. The mode constructs a systematic and theoretical framework at all stages of project planning which mainly includes four phases of project approval, design, bidding, financing. This framework constraints the basic procedure of the project planning and it forms a systematic and scientific management theory and method for project planning of colleges and universities. In addition, this thesis presents practical and effective solutions against several key issues for the management of the four stages. These solutions can provide decision-making for universities and administrative departments of education. To sum up, this thesis includes the contribution of the following six aspects.First, in connection with the existing main problems of managerial mechanisms, procedures and methods for capital construction of China's public universities and colleges, this thesis proposes to abolish the assent system and record system, reform the approval system, establish three-trial system and a detailed design of the three-trial system is given. In connection with China's public universities for basic construction standards, this thesis also establishes decision-making model in conjunction with case analysis estimates demonstrate, for the college-scale infrastructure projects and investment in scientific decision-making.Second, based on the theory of structural vector error correction model (SVECM), a cointegration model is established which is used to find the cointegration relation between the construction area of china universities and colleges and the number of students and teachers. Considering to the loan factors, the universities and colleges'campus building area growth model is established, also the best school building area of growth about different types of colleges and universities have been found too.Third, after analysis of current design management, this thesis finds problems existed in design management mechanism, management subject, management procedure and methods, proposal evaluation, design market standardization and investment control awareness. Then, this thesis proposes a pre-construction design and management of basic procedures and methods as well as evaluation methods which are quantify the percentage of the most worthy of promotion system of comprehensive evaluation method for evaluation. And also proposed to reform the existing management system designed to enhance the quality of personnel training and certification.Forth, a detailed conception analysis of illegal bidding such as collusive bidding, attached companies is presented. The essences, appearance forms, features, causes and harmfulness of such illegal bidding are also given. Tentative solutions to establish a standardization system of bidding in capital constructions and compound base price bidding method appropriate in higher education are further discussed.Fifth, the history and current situation of financing management in China's public universities and colleges are described. A comparison between higher education in China and USA is made from the viewpoints of education mechanism, education financing mechanism, and financing methods in higher education. Using the experience in other countries, nine suggestions are proposed to improve education financing of China's public universities and colleges according to China's current situations.Last, a comprehensive measure index system and measure model to evaluate the level of project management at early stage are proposed. A model for educational departments to allocate increment part of capital construction investment in national capital in budget is also suggested. These models will provide references for national educational departments to oversee the level of project planning in universities and colleges under their supervision, and to make a scientific and rational allocation of the capital in budget. |
