Study On Postgraduate Education Developmental Strategy

Since the new China was founded, the postgraduate education has achieved great improvement. It has set up a new academic degree-authorizing system including almost all subjects, reasonable structure and distribution and higher benefit, and has trained a large number of high-level personnel for national construction. Because the postgraduate education will play the key role in the fierce competition of knowledge and talented people, to develop postgraduate education rapidly should be taken as an important action in prospering China by science and education. At the same time, the international competition will be intensified and the social and personal demand for being educated will rise after China's entry into WTO. As a result, the number of postgraduates' enrollment is increasing continuously by over 30 percent more than the last year in recent years. In order to adapt to the crucial period of postgraduate education reforming and accelerating, it is urgent to do some development studies on the postgraduate education to probe some issues about its development from the strategic viewpoint.The dissertation consists of three parts, including developmental theories, strategic elements, strategic targets and countermeasures. It is also the embodiment of epistemology that is from theory to practice and from practice to theory again. The major contents of each part are as follows:In the part of developmental theories, the theoretical system is set up on the basis of summarizing present knowledge from three aspects: the postgraduate education's status and functions, its ideology and environment, its running mechanics and so on. As for the postgraduate education's status and functions, they were discussed by taking postgraduate education into higher education, first-class university and social economic development. Such conclusions were drawn as the postgraduate education was the product of the higher education's specific phase, and the internationalization of the postgraduate education was the strategic choice to build up the world top university. Some theoretical issues were probed: what was the postgraduate education; how did the postgraduate education exist; how did the postgraduate education develop. The thoughts and advice to give self-developing rights to the postgraduates' training units were put forward, of which system innovation was the safeguard. This dissertation compared the characteristics' difference of China's and foreign country's postgraduate education cultivating models and running mechanics. The basic framework of China's postgraduate education running system of market economy was expounded, which is government,society, university connecting and interacting each other according to the rule of market economy.In the part of strategic elements, the developmental process of postgraduate education in China and in some developed countries was briefly described. The developmental speed, scale, structure, benefit and their mutual relationship were analyzed by mainly applying quantitive method. The demonstration research was done on postgraduate education in Hubei province. Some ideas were shown that the developmental speed was not stable; the dimensions needed to be largened; the postgraduates' quality was out of control and the structure of academic degree was not so reasonable. Meanwhile, the developmental speed of postgraduate education of Hubei province was mainly controlled by central government; the scale and the benefit were better. Enrolling postgraduates by contract had more obvious effect on local postgraduate education development.In the part of strategic targets, this dissertation put forward the overall target, the developmental target and the training target, forming a closely connecting targets system. Simply speaking, the overall target was to meet social demand, to facilitate national progress, to cultivate creative personnel, to achieve progeny and to improve the whole level of postgraduate education.
