This is a dissertation on the legitimacy of educational policy. The legitimacy is the authority of educational policy, at the same time, is both the basis toadmit and accept education and the prerequisite of the effectiveness of educational policy.With reform and opening-up in China, the legitimacy of educational policy is based on theeffectiveness gained through scale enlargement in order to serve economic growth, which hasfallen into the effectiveness predicament. The dissertation explodes the legitimacy of educational policy based on both theory andpractice by trying to adopting the relevant theories in such disciplines as political philosophy,jurisprudence, sociology, system ethics, etc., in the way of anthropological field investigationand participating to observe. This dissertation is made up of six chapters: Chapter 1:Putting forward the problem:Crisis challenging to the authority andlegitimacy of educational policy of contemporary China. Chapter 2:Exploding the meaning of the legitimacy is the validity of norms ineducational policy by exploring the theoretical foundation, the category and the structure ofeducational policy legitimacy. Chapter 3:Exploring the universal law of the legitimacy of educational policy,thelegitimacy of educational policy in different eras needs to be proved with ethics in differentlevels. Chapter 4:Analyzing the legitimacy of educational policy system of contemporaryChina:The foundation of legitimacy needs to be transited from the effectiveness to theequality of educational opportunity. Chapter 5 : Rebuilding the legitimacy needs appealing to the rationality withomni-directional in the practice. Chapter 6:Case study of the legitimacy:Analyzing the rational process of carrying outthe educational policy is the guarantee to the legitimacy of educational policy, so as to offerthe realistic basis to rebuild the legitimacy of educational policy. The dissertation is to rebuild the legitimacy of educational policy and to reestablish theauthority of educational policy.
