The cost-effectiveness of institutions of higher education (IHEs) becomes a hot topic in recent years for the enlargement of higher education scale, the increase in tuition and the shortage of higher education funds. The research of its evaluation methods has important theoretical and practical significance to found funds allocating mechanism and improve the efficiency of resources disposing. According to IHEs' characteristics, an evaluation method of cost-effectiveness of IHEs based on fuzzy DEA is researched. The main contents of the thesis are outlined as follows:(1) The significance of introducing fuzzy DEA into cost-effectiveness of IHEs is analyzed. The evaluation method frame of cost-effectiveness of IHEs based on fuzzy DEA is constructed.(2) After analyzing the inputs and outputs of IHEs, the evaluation index system of fuzzy DEA evaluation method of cost-effectiveness of EHEs is set up.(3) The relative efficiency evaluation of decision making units (DMUs) in fuzzy environments is studied. The influences of fuzzy factors to relative efficiency of DMUs are analyzed. The fuzzy DEA model is constructed. Its solving methods are discussed. The fuzzy DEA efficiency of DMUs is defined. The average confidence efficiency for comparison of DMUs is defined, too.(4) The improvement of inefficient IHEs is studied. The influences of policy-maker's risk preference to the improvement of inefficient IHEs are analyzed. According to IHEs' circumstances and possible strategies, five improvement modes are studied. The improvement models are given. In the improvement mode based on fastest direction, it has proved that the point that is the shortest path must belong to empirical production possibility set. The proving decreases the workload of verifying projects. The meaning of each improvement mode is analyzed.(5) In order to solve the problem that there may be many IHEs are fuzzy DEA efficient and can not distinguish, the reevaluation methods of efficient IHEs are studied. After analyzing the advantages and disadvantages of some kinds of evaluation methods, a new method based on the inferior production frontier is proposed. For solving the problem which DEA only can use to evaluate relative efficiency, a method of choosing reference DMUs is proposed.(6)How to reflect the preference in the fuzzy DEA evaluation of cost-effectiveness of IHEs is studied. The property of weights in DEA model is analyzed. For solving the problem which it is difficult to reflect the preference in DEA model owning to uncleareconomical meanings of some evaluation indexes, the DEA model of standardized index data which can reflect preference easily is proposed. Considering the fuzziness of preference, the forms and solving methods of fuzzy DEA model under fuzzy preference circumstances are discussed.The main fruits of the thesis are as follows:(1) A comprehensive evaluation method system of cost-effectiveness of IHEs based on fuzzy DEA is constructed. The system includes the evaluation index system, the evaluation model and its solving methods, the improvement of inefficient IHEs, the reevaluation of efficient IHEs and preference reflecting in cost-effectiveness of IHEs. The method system can deal with the fuzzy factors in cost-effectiveness of IHEs effectively.(2) Proposes the method based on the inferior production frontier. The method can discriminate the efficient IHEs effectively, and provide more management information for estimator. Proposes the method of choosing reference DMUs to solve the problem which DEA only can use to evaluate relative efficiency.(3) Proposes the DEA model of standardized index data which can reflect preference easily in cost-effectiveness evaluation of IHEs whose indexes have unclear economical meanings.
