Data envelopment analysis (DEA), proposed by the famous American operational research experts including Charnes et al in1978, is an effective evaluation method. DEA is a new cross-cutting issue in the areas of mathematics, economics and management science. And after30years of development, DEA method has become one of the most effective mainstream way of the comprehensive evaluation.Although there are many researches on the DEA Algorithm, there are less researches on the DEA validity judging method. In this paper, the decision model with a non-Archimedean infinitesimal vector is given according to the Poset theory. The comparison between the DEA validity judging method and other methods are also done based on the goal programming model, the two-stage model of linear programming and the algorithm design of the two-stage method. Lastly,the author applies the DEA method to the analysis of the influence of pasture contract on sheep farming industry as well as the teachers and efficiency of personnel training in higher educational schools in all provinces and cities in China.
