In recent years, many scholars realize the quality of the student is mainly decided by the quality of the teacher. Even the word seems too much, But when we consider it carefully. In all the outside conditions that affect student's development, teacher's professional development is the most important. To the teacher's professional development, people think at the beginning that teacher's professional development is affected mostly by the accumulating of their knowledge. So people pay more attention to the teacher's certification promoting and knowledge learning of the teacher. In this case, scholar teacher becomes the aim of the teacher's professional development. With further understanding, people realize it is ability rather than knowledge that effect teacher's professional development. People begin to pay more attention to the development of the ability of the teacher in order to make them specialist of teaching.All these models in Line have some function to the teacher's professional development. But they can't raise the teacher's comprehensive ability. According to this, this article brings out the hypothesis that reflective research and practice are the effective roads of raising the professional quality and forming the group of reflective teacher. Reflective research and practice almost include all the aspects of the teacher's professional development, such as teacher's morality, culture, ability and happiness. If the two aspects are both realized, the quality of the teacher will be raised a lot. If we want to guide the teacher to become a one with conscious in reflection, reflection will become teacher's inner quality. Then teacher's professional development will be realized and changed from outside to inside. Teacher's professional development then goes from necessity kingdom to free kingdom.In order to prove this hypothesis, this article analyses the definition and their ways of using reflective research and practice. Reflective research is the initiative definition raised by this article. It is the research that teacher reflects present thought and action. It includes the raising of scientific experience and the criticizing of the negative experience. Its main aim lies not in finding new educational rule, but in finding the direction and way of the teacher's professional development. It also encourages teacher to change from unreflective teacher to reflective teacher. Reflective research includes teacher's inquiry research, action research, narrative research and cultivating research.Reflective practice is reflective teacher who take an active part in analysis of education in order to exert the advantage of their teaching and make up the shortcoming of their teaching, at the same time, monitoring their teaching idea and behavior on the basis of learning scientific educational theory and using their intelligence to get its professional development. It includes finding question, watching and analysis, reconstruction of theory and doing experience actively. These four parts are connected with each together densely. Since it has wide meaning, so we can't cover all the aspects of reflective practice. Here, we only discuss reflective morality, reflective teaching and microteaching. In a word, this article brings out two reflective ways of promoting teacher's professional development. They are reflective research and reflective teaching. In fact, they are reflective model of teacher's professional development. The adding of this model is not a simple increasing in quantity. It is the change in theory. The reflective model of the teacher's professional development focuses more on the raising of teacher's morality. By raising teacher's morality raising the teacher's quality in other hands.When this article pays enough attention to teacher's reflective research, it also pays enough attention to the discussion of reflective practice. Reflective practice includes some tactics and methods that can be practiced. It can exert its function in some situation. For reflective morality can change the traditional moral education by establishing school moral field. Reflective teaching is in great detail to lead us to change teaching practice.
