The development of the higher education throughout the world since 1990's has led to the enormous input into higher education which has exerted great financial pressures on the countries around the world. The constantly raised tuition fee also put a heavy burden on many families and households. Thus the issue of benefits from school-running has aroused great attention in the society and nations across the world. The work of assessment on the cost inputs and benefits from school-running is particularly important for our country, which is comparatively weak in the foundation of education, scarce in the educational resource, limited in inputs of education and sharp in contradiction between the supply and demand of education. However, up to now, the assessment on cost inputs and school-running benefits has long been considered as an issue of high difficulty and weak chain both in domestic higher education circle and abroad. With the transition to marketing economic system, popularization of Chinese higher education and reform deepening of management system in higher education, the research on the assessment of benefits and cost of school-running in higher education institutions is of great significance both in the sense of theory and practice.In view of the specialty of education goods and service provided by education activities, the assessment of inputs into and outputs from education has long remained on the level of qualitative analysis. The traditional assessment methods, due to its strict limitation and high standards on data collection, could not function well. Especially, when the uniform assessment dimension of the indicators is absent and under a multi input multi output (MIMO) model, they are really incapable.To solve the problem, the project, by reviewing a great amount of literature both in home and abroad, choosing the higher education institutions with a certain industrial feature in China as start point, and employing a multi input multi output (MIMO) model-(Data Envelopment Analysis, DEA), quantitatively analyzed the data collected and established a set of DEA comprehensive indicator system for assessment. Then by using the CCR/BCC model of DEA, NCN, MPI and Cost Model, the research compared four-year data of the school-running benefits and cost inputs collected from four higher education institutions with homogeneity and drew a conclusion, which has put forward a novel method and thought in assessment of cost inputs and benefits from running school in higher education institutions.The research falls into the following five parts:In the first part, we explored and analyzed the fundamental theory on assessment of benefits from school- running and cost inputs in higher education institutions.In the second part, the traditional assessment methods were summed up and analyzed and the proper methods were determined. After that, the literature related with DEA theory and its application on the performance assessment of higher education was intensively reviewed so as to lay down the basis of research methods and experimental study.In the third part, we analyzed and studied the cost inputs of higher education institution and established the DEA inputs assessment indicator system whose main indicators include labor inputs, financial inputs and material inputs.In the fourth part, we analyzed and studied the benefits from running higher education institutions and established the DEA outputs assessment indicator system whose main indicators include talents outputs, scientific research outputs and social service outputs.In the last part, basing on the above research and taking into account the reality, we selected the inputs and outputs indicator system established and the four-year data of the school-running benefits and cost inputs collected from four higher education institutions with homogeneity, and carried out the DEA assessment by using the CCR/BCC model of DEA, NCN, MPI and Cost Model. At last, we drew a conclusion and put forward the constructive suggestions.
