Education is the basis of national economic development and social progress,and the flow of talents in local colleges and universities is related to the stability and development of teachers in local colleges and universities,and it has an important influence on the quality and level of education in China.Based on the theory of human capital theories,this paper analyzes the general characteristics and mechanism of the flow of teachers in local colleges and universities by combining the economic theory and educational management in colleges and universities,and takes the flow of teachers in local colleges and universities in Shandong province as a case analyzing its scales and changes in this province,the paper finds out several problems of the movement of teachers in local colleges and universities in Shandong province and puts forward some measures to promote the rational and orderly movement of teachers in local colleges and universities.The decision-making of teachers' movement in colleges and universities is the result of joint decision-making between universities and teachers.When teachers' payments are greater than the costs they pay,local colleges and universities teachers will decide to turn to another university;and when the benefits caused by teachers who are part of a university are more significant than the cost,these new entrants will be welcome.In the moving process,the mobility of teachers in the local colleges and universities follows the law of diminishing marginal utility.Any disorderly and unbalanced flow will reduce the efficiency of human capital allocation in local colleges and universities.Based on the analysis of the scale and change of the flow of teachers in local colleges and universities in Shandong Province and in Q University,it is found that there are some laws and regulations in the flow of teachers in local colleges and universities in Shandong province,and the movement of talent is not standardized and some colleges cannot meet the financial and non-financial demands for teachers,and the lack of high-level personnel etc.In order to solve the above problems,this paper puts forward some suggestions on how to ensure the rational and orderly flow of teachers in local colleges and universities: enact some detailed laws and regulations to perfect the flow of teachers in colleges and universities,improve the efficiency of human capital in colleges and universities,promote the diversification of mobility,introduce the competition mechanism to promote the flow of teachers in local colleges and universities;strengthen the labor contract management,attention to the introduction and allocation of human capital,create their own high-level teachers group,and build a good working environment and promote balanced development of colleges and universities in different regions.
