Study On Private School Teachers Retirement Act In Taiwan

Private schools play a very important role in Taiwan education system,in the university level,two out of every three students is educated in private schools.All private schools are non-profit juridical persons which save significant amount of education expenses for the government. Besides,in terms of recruitment,promotions,teaching etc.private school teachers are exactly the same as public school teachers.In order to take care of private school teachers,the government permits they joining government employee insurance,receiving retirement insurance fee just as public school teachers do,which is the first tier of safety net;as for second tier retirement fund,public school teachers can choose monthly payment,but private school teachers can only choose one time payment.Comparing these two paying modes,the income substitute rate of public school teachers is about 70%,however, as for private school teachers,it only reaches 30%,which is significantly different."Teacher Law" had been legislated in 1995,which states clearly that all teachers,both public and private,apply for the same retirement standard;however,twelve years have passed,and more than 70,000 private school teachers are still fighting for their own rights.Because of this need,the present research aims to study the possibility of private school teachers applying for public school teachers' pension payment mode.There are six chapters in all for the present study.First chapter is Introduction;second,Theretcial Background of Relative Studies and Literature Review;third chapter,Evaluation of Retirement System; chapter four talks about the cognition of private school teachers retirement security;In chapter five we propose several improvements of private school retirement systems;Conclusions and suggestions are mentioned in chapter six.In Taiwan,private school teachers are the only one who do not have pension.Based on public and private as equal,private schools to establish pension payment retirement system is actually workable.Thus, the present study suggests that private school teachers be taken into government employee retirement system first;in future,when government employees retirement fund changes to defined contribution plan as most countries do,we can then consider separating teachers from government employees,and combining public and private teachers to establish a pension fund.This pension fund should be run by private entities in order to increase profitability.
