The universities athletics produces with the reform and development of higher education and athletics sports. After 20 years'development, it begins to take shape. But many problems bas directly affected its healthy and sustainable development such as low, standstill management, inferior self-development ability, and etc. Among them, the basic reason is the backwardness of our management system. Only through reform and innovation can these problems be really solved. In sociological essays, some methods are often used. For example: documentary data, expert interview and questionnaire survey. This essay also adopts these methods. After analyzing the current situations of the universities athletics sports, the definition, and the nature of Chinese University Students Sports Association (CUSSA), the essay points out the main factors which affect our present management system of universities athletics sports through comparing the domestic and foreign research. Furthermore, it brings forward an overall thought, a target pattern and a main countermeasure to improve our management system. Below draws the main conclusions:1. Our universities athletics sports is a part of both higher education and athletics sports. It is carried out after school, so it has the amateurish character. It is a special form between sports training after school and competitive sports; namely, it is the development or a innovation to both of them. It offers a new way to foster talents for athletics sports.2. CUSSA is a sports community organization and a national, professional association that is consist of PE teacher, students, physical culture workers, volunteers and other relevant organizations. In order to realize the common wishes, it has the strict rules and regulations. It presents five basic attributes: nonprofit, intermediary, voluntary, uniqueness and autonomy.3. The management system to our universities athletics sports has experienced four periods. Reform and openness made it rapidly develop. At present, because of cooperation of the government and society, it takes on six essential features.4. Owing to inaccurate orientation, the government is in the leading position in the administrative management. On the contrary, CUSSA cannot get the support from the whole society, lagging behind and lacking legitimacy. These all are the main reasons that influence the reform and development of our management system.5. Among USA, Canada, Japan and China, there exist big differences in political systems, market-oriented degree, social development level, educational ideal and cultural background. But their good experiences are still worthy for us to study on how to construct management system.6. Firmly walk such development path as supervising together by both government and the society. Set up an united structure under instructing by the government. Locate accurately the role and function of CUSSA and establish"three-level"management system with Chinese special characteristics.7. Under new situations, reform and development of the management system of our universities athletics sports should adopt"three-step"strategy. We need to unite our cognition, nail down our development aim, stick to the combined management by both government and society, set up an organization directed and supervised by our government, tell the roles from CUSSA and the government, make clear functions of all levels of organizations of CUSSA, perfect regulations of this profession. In this way, we can broaden the funds source channels, strengthen our self-supporting ability and realize such an aim: If a law has to be depended on, the law must be strictly enforced.
