Nowadays, Chinese Economic Transition has gotten into a scientific way. Modern Cooperative TVET has been the main trend. Today's Chinese TVET is stepping into a new historic program. A new development character is highly required by the new development circumstance of TVET. Currently, TVET Group has been put on the government's policy agenda; however, it's still faced with a lot of difficulty, which urgently requires of systematic and thorough research.This dissertation constructed a scientific framework, which containing four emphases, the practice, theory, policy and strategies,leading by a research logy: the cooperative TVET resource allocation under certain circumstance. On this basis, the author carried out the research work, and provided a series of cognition, judgment, as well as suggestions. The main contents include: the history, state and issues of TVET Group practice; the basis and innovation of TVET Group theory; the policy system, process and substance, along with the policy suggestion; and the TVET Group Development strategy from the view of strategy planning, the organization changing and the institution establishing.The main conclusions lie in:1. Considering of the most direct relation between the TVET and the economic society, it analyzed the different models of cooperative TVET during the different phases of Chinese economic transition. Then it brought forth that TVET Group Development is a step-by-step direction of Chinese TVET reform, as well as a new cooperative TVET model with strong Chinese characteristic.2. Viewing from resource allocation, it discussed the new resource allocation relation among the government, market and the TVET Group, putting forward that the key of TVET Group Development is how to solve the cooperative TVET resource allocation under certain circumstance, and, the target rests with the cooperative education and training of technologic and skillful worker.3. On the basis of policy analysis, strategy planning, organization changing, and Institution Economic theory, it not only put importance on the TVET Group policy problem identification and the policy targets system, but also on the three development strategies. For all this, it provided a series of policy and strategy suggestions of how to urgent the TVET Group Development during Chinese economic transition.This dissertation has some innovation points within two respects:One is the innovation of research route: ie."practice-generalization-theory, via the bridge of policy and strategy, to further-guide the practice".The other is the innovation of some standpoints:1. Enlarged the concept system of TVET Group Development.2. Generalized five new theories. Including the cooperative TVET resource allocation, the four-striding niche, advancing with surrounding, the cooperative TVET, and an organization aggregation concept.3. Stuctrued five new constructions. Including the types-tree of TVET Group; the kinds of surrounding mathced with various relations; the policy targets construction, the organization designation and the four-lays-four-dimensions strategy planning construction of TVET Group Development.4. Combing out three new evolution paths. Including the TVET models evolution adapting to Chinese economic periods; the evolution of worldwide TVET development, and the policy problem's involution of TVET Group Development.5. Set a chief principl of TVET Group governance. That is the combination of responsibility, power and interest.6. Provide an institution analysis outline, as well as a policy suggestion draft.TVET Group Development during Chinese Economic Transition is a dissertation carried out on the author's joining the research of TVET Group's Theory and Practice, which is an important project of Education Reform and Development Strategy and Policy Study by Chinese Education Ministry. During the two years research, widely investigation, statistic analysis and furthermore theory study have been taken; multi-scientific theory and multi-method combing quantitative and qualitative study have been well applied. The significance of the dissertation lies in that it provides powerful theory basis and decision reference for the advancing of the TVET Group Development during Chinese economic transition, as well as some significant suggestions on the policy making, strategy planning, organization designing and institution arranging for the stake-holder of TVET Group.
