Study On The Sustainable Development Of TVET As Chinese Economy Transition

During 30 years of Reform & Opening Up, great changes have taken place in China and the TVET has also made a great progress and entered a new starting. Nowadays, Chinese economy is being in the whole transition times including technology,industry and increase mode, etc. So we must study the important problems with the practical development of TVET in China from a point of Scientific Development, in order to boost the sustainable development of TVET and to make the aim of serving the development of Chinese society and economy come true in the new era.In the dissertation, the writer discusses the sustainable development of TVET from several facets and the perspective of the sustainable development theory in some relevant theories, such as philosophy, pedagogy, economics and system science. The paper is composed of seven chapters: the first chapter summarizes the opportunities and the challenges of TVET in China during the economy transition times, presents the all-around research achievement of this field including the domestic and the foreign,then defines some basic concepts and analyzes their characteristics; The second chapter discusses the historical development of TVET from the changes of education form and industry revolution, and also analyzes the relationship of effect and restriction each other between TVET and politics, economy and cultures before appraising the inside and outside contexts and the problems existing in Chinese TVET nowadays; The third chapter analyzes the system factors of TVET, discussing the sustainable development of the system factors that are amount, structure, quality and benefit, then arguing the three factors including system, mechanism and pattern of TVET; The forth chapter compares the TVET quality indicator system among some developed countries and explicates the quality problems being in TVET; The fifth chapter studies the problem of system innovation of TVET to achieve sustainable development as Chinese economy transition, since the development of TVET faces quite some imperfect in the system, so system innovation must be done from planning the resources as a whole, optimizing the mechanism and perfecting the public administration; The sixth chapter conceives the security system of the sustainable development of TVET during the economy transition times. Based on the analysis framework, the writer has systematically analyzed the six elements. The last come the conclusion and the prospect.In this study, the writer tries to resolve two problems: one is to clarify the social necessity and practical meaning of the sustainable development of Chinese TVET based upon analyzing both the historical inevitability and the social reality while economy transition, the other is to put forward some strategic ideas and suggestions in the quality, the system and the security, so as to provide theoretic and political standpoint for the sustainable development of Chinese TVET in the future time. In this dissertation, there are mainly three innovative points: The first is that the writer thinks both the change of TVET form and the sustainable development of TVET have historical inevitability from the course of industry revolutions ; Then from the view of value, arguing that different stockholder may pursue different benefit providing different evaluation on TVET quality; the third is a wide framework of security system being composed for the sustainable development of Chinese TVET while the economy transition in view of system thinking.
