The existing information systems are relatively fragmented, heterogeneous and closed because of E-government construction carried out in a distributed environment in the past years. At this stage, the urgent need to resolve the construction and development of E-government is to carry out the relation and share of information resources among administrative departments.In this paper, we firstly discuss the overall framework of E-government information resource integration. We analyze some problems for E-government such as E-government construction standards, information exchanging and sharing, and information security system. Then we comprehensively study in detail the problems. Moreover, we analyze and study the information access control and information security transmission.We represent an abstract interface model for information resource exchanging and sharing among the heterogeneous E-government systems. Then we focus on the formal description of the core metadata standards and service specifications in the interface model by SET theory. Moreover, we analyze and study the actual application strategy of the interface model and the standards in E-government construction.Then we present an exchange model for E-government Information resource called as C-D model (Centered and Distributed model). The model is an integrated and extended model from centralized, distributed and directory service model. The adjacent exchange of directory information in this model can effectively enhance the information exchange among government departments. Moreover, we present a Fuzzy hierarchical strategy to evaluate objectively the contribution degree of various government departments about information resources share.A MLS-AC model (multilevel security - access control) is proposed according to Data Access Control Matrix, Bell-LaPadula model and RBAC model. Then we comprehensively analyze and research the strategy to apply the proposed MLS-AC model to the access control in Chief information system. Then we further study the information confidentiality and authentication in the model. Two important schemes are presented to improve the security of information exchange and transmission between government departments. One is a strategy for information broadcast encryption transmission. The other is an approach for proxy signcryption certification.Finally, we apply the above research results to the construction of Legal Person system in Hebei Province. The actual running results of this system show that the proposed basic theory and technology has a good theoretical and practical utility value.
