With the growing shortage of conventional energy, new energy development and use arouse the world's attention. In the global financial crisis, China's macro-economic development speed has slowed down, and the tradi-tional energy market has been subject to a certain shocks, which has brought a new round of opportunity for new energy development. Currently,The government is focusing on optimizing the industrial structure, vigorously developping new and renewable energy, to seize the opportunity to adjust our energy structure. In this context, the strength of the larger solar PV enterprises take advantage of this opportunity to reshuffle the es-tablishment of large enterprise alliances to extend the industrial chain, the global allocation of resources, the formation of market competitive advantage. And this competitive advantage coms mainly from the PV industry chain resources, the value of activities, technology, space layout, building and effective integration. This article research on the solar PV industry chain and build a vertically integrated solar PV industry chain.The development of vertically integrated industry chain will help more effect-tive controlling over resources.Thus, this article has some theoretical significance as starting point for the PV industry chain research and building vertically integrated photovoltaic industry chain model. The main contents are follows:First, this paper access to relevant literature, combing the concept of the in-dustrial chain, related theory of industrial chains, to define the PV industry chain, the content of building the PV industry chain.Secondly, based on the systematic analysis in the PV industry chain, the app-lication of industrial economics, technological economics theories and methods de-scribe the characteristics of PV from the level of the three dimensions of the indus-trial characteristics, technical characteristics and the value chain. The upstream of PV industry chain provide the raw innovation, play a role of "the lowest rate limiting factors" and the core supply of the initial PV industry; the downstream of PV Indus- try chain is the lower part of technical barriers, market competetion, and a surplus of products, Therefore, the downstream channel of manufacturers will become criti-cal.Third, this paper applies game theory model and Spengler to build motivation vertically integrated photovoltaic industry chain. By Spengler model, draw a conclu sion:a vertical Construction of control integration can effecttively double the middle part of the ex-ternality increases, reduce the price of intermediate goods, thereby re-duce the price of the final product chain, and improve producer surplus, consumer surplus and social welfare;However, the model indicates that the construction of ph-otovoltaic industry chain will not necessarily be profitable, when a large number of downstream businesses more than Spengler number, the motive of building integrat-ed industry chain is not strong, in order to achieve the integration objectives to be horizontal integration of upstream and downstream enterprises.Fourth, the paper elaborated on the principles of construction of photovoltaic industry chain, content and level, and identificate the key link in the PV industry chain, leading and supporting links, which proposed exterior building framework of PV industry chain; The use of activity based costing is measured to construct the PV industry value chain a comprehensive measurement model for cost comparison, on this basis, proposed within the building framework of the PV industry chain.Fifth, the paper focused on the building models chain in the supply chain di-mension, space dimension chain, chain dimensional technology a, and analyzed support System and government regulation of vertically integrated photovoltaic industry chain.Sixth, Built comprehensive evaluation system of a vertically integrated photo-voltaic industry chain model, through a multilevel dynamic fuzzy comprehensive evaluation model,built a integration model of quantitative evaluation.
