Study On The Development Model Of Coastal County Economy

County economy whose development is related to the prosperity of the most regions of China and the affluence of the majority of Chinese people, plays a critical important role in a nation's economic and social development. The development and growth of the county economy is the key to promote the healthy development of national economy and to coordinate urban and rural development. Therefore, sufficient attention ought to be paid to strengthen the continuous development of the county economy. Since the reform and opening up, china's coastal county economy has achieved a long-term rapid growth, people's living standards have improved outstandingly, and the overall strength of the county economy has been significantly enhanced. In the process of their economic development, coastal counties taking advantages of geographical location, economic foundation, natural resources, and historical and human features have formed distinctive economic development models. Therefore, it is of great necessity and significances to analyze and summarize the coastal counties' economic development as well as their economic development models. And under current situations innovating more effective models to better the coastal counties' economic development, and to provide a useful reference for the economic development of the inland counties.Taking the case of Coastal Counties Shandong province and adopting Comparative Analysis, Field Research Methods, and System Analysis, this thesis conducts a systematic research on the development model of the county economy in order to achieve three purposes:The first is to analyze and summarize the existing development models of the coastal county economy. The second is to innovate more effective models for the coastal county economy. The third is to provide highly pertinent and operable methods to promote the coastal counties' economic development.Under the guidance of basic theory of the county economic development, taking the experience of the county economic development of America, Korea, and Japan for reference and taking the coastal counties Shandong province as example, the thesis conducts a detailed analysis of the status quo and the existing problems of the economic development of coastal counties Shandong province, explores its distinctive features, and categorizes it into seven models. They are (1) Private economy -driven model represented by Jimo; (2) Industry cluster-driven model represented by Jiaonan; (3)Open economy-driven model represented by Jiaozhou; (4)Ecological economy -driven model represented by Kenli; (5)Urban-rural integration -driven model represented by Longkou; (6) Agriculture industrialization-driven model represented by Shouguang; (7) Ocean economy-driven model represented by Rongcheng.Then, the thesis points out that the concrete situations both at home and abroad are very different from the previous for the current coastal counties'economic development, mainly in the following aspects:coastal counties have been in the phase of "industry promotes agriculture, urban area elevates rural area"; the external environment of the county economic development has undergone changes; county economic development is shifting from extensive growth to sustainable development, and from mere competition to both competition and cooperation.Based on the current situations faced by the coastal counties'economic development, the thesis carries out a overall blueprint to innovate the economic development model of coastal counties and puts forward three principles:comply with coordination development, focus on the current while taking the long-term into consideration, be coordinated with regional economic development. Laying emphasis on the industrialization, urbanization, distinctive features, cluster effects, rural-urban integration, the thesis innovates model of coastal counties'economic development in terms of industrial structure, ownership structure, technical structure, market structure, and factor allocation.At last, the thesis produces measures to accelerate the coastal counties' economic development and to provide organizational guarantee, the measures are as follows:provide financial support for the coastal counties'economic development; offer guidance on industry to for the coastal counties' economic development; strengthen and improve macro-regulation conducted properly by local governments at all levels on county economic development; strengthen and broaden East-West collaboration and coordinate regional development; start the major infrastructure construction; strengthen the construction of the leading body and cadre troop.
